Council Meeting Minutes Page 4
May 14, 1991
Council Business, continued Council Business
Dick Groves, Cambridge Group, said tl~e disadvantage in not zoning a JUO Property
parcel is that it becomes a mystery and buyers are apprehensive to Rezoning
purchase adjoining parcels. Possible. tenants in a B-1 district may include Report 91-113
an office building for dental, medical or professional offices. The smaller Resolution 91-53
office buildings have become a healthy segment of the market and is the
(east offensive to abutting sites.
Rebelein-said Council does not have an obligation to a landowner to
rezone a property to increase its value. She feels the adjacent property
owners may prefer to take an active interest in the parcel's rezoning. She
suggested a resolution of intent which would pertain to..,a'specific proposal
which requires the B-1 rezoning.
Benke suggested holding the first reading of the ordinance amendment,
but detaining the second reading until a proposal has been completed. Mr.
Groves will discuss concepts with staff before the second reading.
Scott Johnson, Arcon, is developing the parcel's residential portion and
does not have an economic interest in Outlot C, however, he has some
concerns. He prefers to be upfront and knowledgeable with prospective
homebuyers, and the unknowns involved in a future rezoning could make
a prospective buyer uncomfortable. He has researched several
alternatives for Outlot C and feels potential buyers would be less resistent
to the B-1 zoning, than to multi-family residential.
Mr. Groves said his clients, JUO Company, endorse the B-1 rezoning and
a timely decision is appreciated so that marketing of the parcel could
begin. JUO is not requesting the rezoning to increase the parcel's value,
but feels that the parcel to stay as is would require an interested buyer to
overcome one more step in order to develop the parcel.
Mattila said according to the B-1 restrictions a building can be no more
than a two story building.
Williams has lived near the parcel for 21 years and prefers to see it
developed tastefully. He feels B-1 is the best zoning for the parcel.
Motion by Williams, seconded by Larson, to WAIVE THE READING AND
HOLD THE FIRST READING OF AN ORDINANCE AMENDING THE NEW
BRIGHTON ZONING ORDINANCE BY REZONING CERTAIN PROPERTY
WITHIN THE CITY OF NEW BRIGHTON FROM R-1, SINGLE FAMILY
RESIDENTIAL TO B-1, LIMITED BUSINESS.
4 Ayes - 1 Nayes (Rebelein), Motion Carried.
The second reading wi!! be held May 28, 1991.
Mr. Groves said JUO's intention is to develop the area tastefully
