NEW BRIGHTON PARK BOARD <br />MINUTES <br />NOVEMBER 6, 1991 <br />I. Call to Order <br />The meeting was called to order by Chair Johnson at 7:30pm. <br />II. Members Present: Johnson, Kalina, Kinzie, Ocel, Olson, Rose <br />Absent: Carlson, Eichers, Seward, Council Rep. Gunderman <br />III. Minutes of October 2, 1991 <br />MOTION BY OLSON, SECONDED BY KINZIE, TO APPROVE THE MINUTES <br />OF OCTOBER 2, 1991 AS SUBMITTED. MOTION CARRIED. <br />IV. Correspondence <br />A. Council Report <br />None given. <br />B. Regional Senior Citizen Center Task Force Meeting <br />Olson commented that the task force is considering the possibility of a survey for <br />the regional center. The task force met with legislators and they want to see a <br />survey done. A telephone survey is planned. A lot of time has been spent on <br />discussing a name. Four people are looking at putting something together for <br />cable TV. The communities are served by different cable systems. Another <br />issue is that the communities are served by two county governments and at least <br />two school districts. Many government and financial issues are involved. There <br />is a concern about who would finance the blood pressure checks and congregate <br />dining. Olson said she was at a meeting at a St. Anthony Nursing home with <br />legislators one week ago. There is a meeting tonight to look at the five proposed <br />sites. The sites are Brightwood Hills, Rice Creek, Anoka County trail head by <br />Metronic, Moore Lake between beach and racquet club and Mounds View behind <br />Burger King. The group is run by consensus. Dana Reblein and Roger Williams <br />both do a good job of keeping people on track. <br />Anderson said he will pass minutes of the meetings on the Park Board. <br />Anderson said Fridley is under pressure from senior residents to build a senior <br />center; they may build whether other communities join them or not. <br />Olson said one of the ways to fund is through a special tax district. <br />Anderson said this probably would not be put to a referendum. If the legislature <br />will create a special tax district, then that district will have authority to tax. The <br />city councils of each community will be asked if they want to do this. The <br />money will come from outside the levy limits. It will be comparable to the <br />Mosquito Control District, MTC, or the Watershed District. There is precedent <br />for those special tax districts. <br />
