EXCERPT FROM APRIL 4, 1991 PARK BOARD MINUTES V. New Business A. Development Plan - JUO Property Scott Johnson, President and Jim Engleburt, with Arcon Development, Inc. were present. Scott Johnson went over the plan with the Park Board. The plan is for single family residential. Arcon is in partnership with the land owner (land owner is a limited partner). Scott Johnson mentioned that the cul-de-sacs had changed somewhat from the previous plan. The flat area to the north is the area that will be dedicated as park land. It was agreed that 0% land dedication credit would be received for the pond, 50% credit for the slope area around the pond and 100% credit for flatter areas. The total of land dedication credit is 2.70 acres or 49.3% of the amount required. $42,588 will be the amount of cash donated to complete the park dedication requirement. Payment of the park dedication will be done in phases. The first payment will occur after 50 lots have been sold. An eight foot wide bituminous pathway shall be installed in Outlot A (park) as part of the City contract for first phase utilities and streets. The amount paid for the pathway shall be deducted from the first phase cash dedication and assessed against the first phase lots. Anderson said he is pleased with this arrangement. The cash will allow for trail development, signage, and playground equipment renovation at Driftwood Park. With all the new homes going in the play equipment is very needed. Anderson mentioned that the Park Board had a difficult time coming up with a name for Driftwood Park because there was no outstanding features about the park. It was finally named after a street in the vicinity. Anderson though the Park Board may want to think about renaming the park resembling something after the English theme that will be used in the development.
