He received many favorable comments from residents <br />of the City's decision to pick-up debris after the .July 8th storm. <br />Childs noted the policy is considered only in very highly damaging <br />storms. <br />Motion by Williams, seconded by Brandt Rebelein, to APPROVE THE <br />RECOMMENDED POLICY FOR STORM DAMAGE CLEAN-UP AND INCLUDE THE <br />MODIFICATION THAT THE CITY MANAGER AND MAYOR OR ACTING MAYOR MAKE A <br />DECISION WITHIN 24 HOURS TO INITIATE CURBSIDE PICKUP_ <br />5 Ayes - 0 Nayes, Motion Carried <br />Motion by Larson, seconded by Gunderman, to WAIVE THE READING AND <br />ADOPT THE RESOLUTION AUTHORIZING PAYMENT FOR STORM DAMAGE CLEAN-UP <br />AND APPROPRIATING A USE OF THE BUDGET CONTINGENCY. <br />5 Ayes - 0 Nayes, Motion Carried <br />Erny Mattila, City Planner, said the updated comprehensive plan was <br />reviewed and approved by the Planning Commission and the <br />Metropolitan Council. <br />Williams asked if reclassification of the JUO site is needed. <br />Mattila suggested these options: adopt proposed plan with inclusion <br />of amendments regarding the JUO site; adopt plan as written; send <br />plan to Planning Commission for further review and recommendation; <br />amend and adopt plan by adding any commercial language. <br />Mattila recommends plan adoption with a subsequent separate <br />amendment for commercial uses which would be sent to the Planning <br />Commission and referred back to Council. <br />Benke said the JUO site owners have requested that Council do not <br />delete the reference regarding corporate headquarters facility. <br />Dick Grones, Cambridge Group, said limiting the JUO site's <br />development possibilities hurts its marketability. It is their hope <br />the Council would consider an amendment regarding corporate uses. <br />Williams feels the zoning gives the City control, but the plan may <br />include a broader array of uses other than residential.
