-_- 'JANUARY 3, 1990 PARK: BOARD MINUTES 3 <br />~B. Pratt Homes Plat <br />Len Fratt was present to discuss new development plans for the <br />property off of Silver Lake Road and County Road E. This <br />property has had many options over the years. Many have been <br />residential and Centex was one of them. On Pratt's initial <br />meeting with the Park Board he said he heard it did not go <br />well. Len Pratt said he wanted something that would be good <br />for the City and for Pratt. The majority of the property would <br />be residential but we are trying to get the corner rezoned; <br />would like to have a small scale convenience center there. A <br />7-Eleven type of store and other convenience-type businesses <br />that are seen around town. Demographic studies show there is <br />more of a market than you think. Because of the development, <br />there will be more people in need of convenience-type of <br />businesses. Convenience centers usually draw people in a one <br />mile radius. The convenience center would only be about 5 <br />acres. <br />In addition to the convenience center 60 townhomes and 85 <br />single family homes are planned. <br />It was mentioned that there would be two major exits and that <br />improvements for Silver Lake Road are planned for 1992. <br />Pratt said he had been to the City Council and then sent to the <br />Planning Commission. They gave a few conditions; one of which <br />was to come to the Park Board. <br />Want to find out what your needs are for a park. Know that. <br />passive areas are important. He stated he is involved with <br />Lake Region Hockey and has used-New Brighton parks. He stated <br />he is a member of Salem Covenant Church so he is familiar with <br />the area. <br />What you want is 100 land or cash ($95,000 with no land). It <br />would be 4.1 acres not counting the pond area. Have a path <br />around the pond that would connect with the new sidewalk on <br />Silver Lake Road. Two acres comes out to what was the back <br />lots of property. From a developers standpoint, because of the <br />view of water these homes would be more expensive. Lot value <br />is $50,000-$60,000 range. <br />Van Hatten stated that any new lots created to border on <br />parkland would automaticly become the most valuable lots in the <br />development. <br />
