Approved <br />PLANNING COMMISSION PROCEEDINGS <br />Cl<TY OF NEW BRIGHTON <br />Regular Meeting -October 17, 2006 at 7:00 p,m. <br />Present: Commissioners Larry Baker, Bruce Howard, Karen Mann, Jim O'Brien, Tom <br />O'Keefe, Norm Schiferl, and Paui Zisia. <br />Also Present: Council Member Sharon Doffing, and Grant Fernelius, Community <br />Development Director. <br />Agenda Review: Agenda approved. <br />Approval of Minutes: The September 19, 2006 minutes were approved. <br />Council Action: Council Member Doffing reported that the Council approved the <br />parking lot expansion far Hank's Specialties located at 2050 Old 1-Iwy 8 NW. A public <br />hearing was held for the Tax Increment District 33 for the Marv's Transmission Station; <br />the Council took no action and tabled the item. The Town Hall meeting, held on October <br />. 14, was well attended. On October 3 six candidates were interviewed for the City <br />Manager position, there was a unanimous decision by the Council on the three finalists <br />that were selected. The Council believes that all three candidates will be excellent City <br />Manager far New Brighton and a second interview will be held on October 19 with a <br />public reception at 3:30 to 5:30. <br />Announcements: Fernelius reported that Janice Gundlach, City Planner, had her baby <br />and he will be covering her duties while she is on maternity leave. <br />Public Hearings; CN12006-001, RZ2006w00b, LP2006-007, SP2006-013 <br />Comprehensive Plan Amendment, Rezoning, Site flan Review, Special Use Permit <br />and to Allow allot-Mix Asphalt and Ready-Mix Concrete Production Facility at <br />2200 Old Highway 8 NW. <br />The applicants are requesting a number of land use approvals to allow the development of <br />a hot~mix asphalt and ready-mix concrete production facility on the site currently owned <br />and occupied by Belair Excavating, located at 2200 Old Highway 8 NW. In addition to <br />the hot-mix asphalt and concrete production, the proposal would also include a rail car <br />unloading facility for transportation of crushed aggregate used in the asphalt production; <br />and concrete and bituminous crushing/recycling and associated outdoor storage (recycled <br />and specialized aggregate). <br />. The site is currently being used for outdoor storage of recycled aggregate, heavy <br />construction equipment, and other supplfes related to Belair s various construc,t~on <br />operations. The owner of the property, Murlowski Properties Inc., plans to lease a <br />portion of the property to Midwest Asphalt Corporation for the operations described <br />Page 1 of 9 <br />
