Page 6 -March 27, 2007 New Brighton Council Minutes <br />Motion by Couucilmember Doffing, seconded by Councilmember Bauman to reduce <br />~e number of disc golf holes at Hansen Park from 15 to 12. Current holes #11, #12, <br />nd #13 will be pulled from the course. Hole #S will be relocated if necessary. <br />Also, sport-a-potty will be added as soon as possible near the waterway. The Parks, <br />Recreation and Environmental Commission, and the Public Safety Commission <br />members as well as the VIPS be encouraged to visit as well as the council members to <br />observe behavior in Hansen Park during April and May. Third, the City Council <br />revisit the item at the May 22"d meeting. Mayor Larson added that all baskets and <br />slabs be removed from holes 11,12 and 13. <br />S Ayes - 0 Nays, Motion Carried <br />4. Consideration of Moratorium related to electronic readerboards and <br />billboards. Report No. 07-062. Ordinance No. 745. <br />City Planner Janice Gundlach gave a brief overview of the item. This item was tabled <br />at a prior meeting. A map was presented with the city's eleven billboard higk~lighted; <br />four of these are controlled by the city. <br />It was reported that the League of Minnesota. Cities is sponsoring an event where any <br />interested cities can obtain information related to a cuurent traffic study. This <br />~ormation is expected to be available in April of 2007. <br />uncilmember Bauman inquired of Clearchannel's interest in converi~ng current <br />billboards. Ms. Gundlach stated that they intend to replace their entire stACk. <br />Director of Community Development-Grant Femelius indicated that at a recent <br />meeting with Clearchannel, it was clear that the company would be converting its <br />inventory. The stag's recommendation is to adopt the moratorium to allow time to <br />review current ordinance, there may be changes that would offer protection for the <br />City. Councilmember Hoffman questioned the probability of extending the <br />moratorium past one year to allow for as much time as needed. Ms. Gundlaeh <br />stated she would follow up on that. <br />Councilmember Doffing questioned the role of the Planning Commission. Ms. <br />Gundlach replied that the PlaruZirig Commission would approve an ordinance <br />amendment prior to council approval. Cbuncil~member Bauman stated that because <br />she hasn't seen evidence of a safety hazard associated with the billboards, she <br />doesn't feel they are a hazard. Councilmember Doffing stated she sees little <br />difference between the electronic billboard and reader boards. One reply was the size <br />is substantially larger on a billboard. Councilmember Hallman stated that she sees it <br />as her duty to do what's right in the City, and the moratorium would allow ample <br />time to make an informed. decision. Ms. Gundlach indicated that the moratorium <br />only applies to new signs, anything existing, (provided it is a legal sign) would be <br />grandfathered in. <br /> <br />Motion by Councilmember Hoffman, seconded by Councilmember Burg to <br />To adopt the attached ordinance establishing aone-year moratorium related to <br />electronic readerboards. <br />4.
