<br />I <br /> <br />I <br /> <br />I <br /> <br />Council Meeting Minutes <br />March 25, 1986 <br /> <br />Council Business, continued <br /> <br />Gunderman asked how the landscaping process worked between the <br />developer, the homeowners, and city staff; Krueger explained that <br />the landscape plan as submitted by the developer is approved by <br />her and, in terms of additional landscaping that would be re- <br />quired, it would be a judgemental callan the part of the staff <br />to determine sufficient screening from the homes. <br /> <br />Gunderman understands that Harstad Companies is willing to do <br />whatever the neighbors feel is appropriate; Briggs stated Harstad <br />would submit a plan to the staff who could then share it with the <br />neighbors. The only constraint with plantings would be that they <br />were done in the proper way. <br /> <br />Gunderman asked if the developer would do the landscaping regard- <br />less of cost; Briggs stated they would. <br /> <br />Gunderman understood there would be nothing on top of the build- <br />ing, specifically the air-conditioner; Briggs stated mechanical <br />equipment would not be located on top of the building nor adja- <br />cent to the neighbors. Hough added there will be certain vents <br />and stacks penetrating the roof, but would not exceed one foot in <br />diameter and one foot in height. <br /> <br />With regard to landscaping, Williams stated the best thing was <br />to have a plan done professionally that shows the location, <br />type, and size of material to be planted because plants grow; <br />Briggs stated that Harstad has a landscape architect on staff <br />who would design the plan and he would have no objection to the <br />city utilizing a third party for that service with Harstad Com- <br />panies paying that bill. <br /> <br />Briggs felt the most appropriate way would be for the developer <br />to design the landscaping, and pay the city's landscape <br />architect for reviewing the design. <br /> <br />Williams asked if there was yet a commitment from the church for <br />acquiring the property; Briggs stated they had received a quote <br />for what the church would be willi~g to sell. <br /> <br />LeFevere clarified that the proposed resolution, in Paragraph 6, <br />states the variance is contingent upon acquiring additional <br />property which is subject to three conditions (A, B. and C). <br /> <br />Martinson stated he had the feeling a deal had been made but at <br />noon he found that the same building was back and staff stated <br />three other proposals had been considered (move toward Silver <br />Lake Road; change shape of the building; and move building <br />toward the north), none of which was desirable to the developer. <br />Martinson feels there is a building that meets the requirements <br />of the developer and meets the objections of the residents, but <br />it sounds like it will not be built. <br /> <br />Page Thirteen <br />
