<br />I <br /> <br />I <br /> <br />I <br /> <br />Council Meeting Minutes <br />March 25, 1986 <br /> <br />Council Business, continued <br /> <br />Brandt asked if the property was purchased as zone B-1; Briggs <br />was not sure as he had not been working for Mr. Harstad at that <br />time. <br /> <br />T <br /> <br />Brandt asked if the problem could have been avoided if the build- <br />ing had been designed to be situated on the north end of the <br />property rather than the south end; Briggs explained the land <br />near the pond at the south end was the highest portion of the <br />property and that it would not be feasible to place the parking <br />lot on that portion. <br /> <br />Mark Hough, Harstad Companies, felt the cars would have had more <br />of an impact on the neighbors than the building itself. <br /> <br />Brandt questioned the hardship because Briggs had stated Harstad <br />could build a $1.5 million dollar building on the property, and <br />asked if the difference of one floor was enough so that Harstad <br />could finance and justify the other $1.5 million. <br /> <br />Briggs stated the more expensive building was partially due to <br />the concerns of the neighbors (granite versus metal facade and <br />underground parking which would raise the rents from $13-15 per <br />square foot to $8-10 per square foot). <br /> <br />Brandt asked if any city assistance for financing would be re- <br />quired; Briggs stated he did not know what Mr. Harstad's <br />position was on the financing. <br /> <br />Brandt again expressed concern for the discrepancy; Briggs <br />explained the need for amenities in a quality building which <br />demands higher rents. <br /> <br />Brandt asked if additional foliage for screening was planned for <br />the proposed two-story building; Briggs indicated that seventy <br />percent of the trees to be removed would be replaced with black- <br />top, but proper screening would be planned in accordance with <br />ordinance and staff requirements. <br /> <br />Brandt asked how many parking spaces in the two-story plan would <br />be affected if the ordinance were revised; Briggs indicated <br />there would not be an atrium in the two-story building plan. <br /> <br />. <br />~ <br /> <br />Taking into consideration the number of offices, the types of <br />businesses planned, and the amount of traffic they would <br />generate, Brandt asked if the parking alloted for the two-story <br />building was reasonable; Briggs responded both options are in <br />accordance with code requirements. Briggs commented that <br />Harstad anticipates renting to doctors and other professionals <br />who who generate a high amount of traffic, and noted that the <br />parking allotment may even be on the low side. <br /> <br />Page Twelve <br />
