<br />I <br /> <br />I <br /> <br />I <br /> <br />Council Meeting Minutes <br />March 11, 1986 <br /> <br />In response to Schmidt's question, Egan explained that public <br />officer's liability terminates in 1987 making general liability a <br />first recourse. <br /> <br />Schmidt raised the question of insurance because it is the trend <br />to bring lawsuits against cities and their councilmembers; asked <br />the City Attorney to check into the policy and advise us of his <br />findings. <br /> <br />Benke suggested that, because we may need to make further budget <br />changes, council not take any action on the proposed resolution <br />at this time; councilmembers concurred. <br /> <br />Announcements and Updates <br /> <br />Winkels distributed a chart of the ten Tax Increment Districts <br />and reviewed the status of each district with regard to value, <br />costs, and the city's assistance. <br /> <br />With regard to other projects, Winkels stated that Printing <br />Enterprises (Trainor) is having soil problems and has requested <br />some assistance from the city; and Ed Taylor's office building is <br />facing soil problems. <br /> <br />Winkels stated the problem is that the city can't sell any bonds <br />right now because of the various laws and it would be best to <br />wait until the city can perform, which depends on pending legis- <br />lation. <br /> <br />Welsh and Taylor are both interested in the property south of <br />UOP Johnson. Winkels also stated that a large national developer <br />has submitted Purchase Agreements for two large pieces of <br />property in the southern part of the city which will require <br />substantial assistance from the city, for both soil correction <br />and environmental cleanup, and recommended the council do <br />everything pOSSible to make the project happen. <br /> <br />With regard to the tax increment policy, which will be brought to <br />council in April by the Financial Policy Advisory Board, Winkels <br />stated he supports the policy and encouraged council to maintain <br />its flexiblility as much possible; at the same time, it's very <br />important for staff to have a basic understanding of what council <br />will accept in certain situations for negotiation purposes. <br /> <br />Winkels stated the current financial situation is an unknown and, <br />because we may see a rush for IRB's toward the end of the year, <br />recommended working on IRB's now; and noted that Old Highway 8 is <br />vital and any money spent would be well worth it. <br /> <br />Page Nine <br /> <br />Announcements and <br />Updates <br /> <br />Community Development <br />Update <br />
