<br />I <br /> <br />I <br /> <br />I <br /> <br />Council Meeting Minutes <br />March 11~ 1986 <br /> <br />Winkels reviewed the history of the proposed revised fee sched- <br />ule, stating that the proposal bring New Brighton's fees into an <br />average range, as compared with other cities. <br /> <br />Benke asked if the intent of the proposed resolution is to elim- <br />inate the owner from having to pay an ownership fee; Winkels <br />responded affirmatively. <br /> <br />Winkels stated further that the ordinance states all fees will be <br />established by resolution and that the proposed resolution will <br />void the current one. <br /> <br />Schmidt asked if the affect of this resolution is likely to <br />result in an increase in the number of machines and the revenue <br />being produced; Winkels did not anticipate an increase because <br />the current businesses have no room for additional machines. <br /> <br />Schmidt felt there was some justification for the high fee when <br />the ordinance was first drawn up and questioned the police <br />activity at sites with amusement devices; Kelley indicated the <br />police activity has been reduced to almost nothing with the <br />closing of the Rice Creek Arcade. <br /> <br />Benke questioned graduated fees; Winkels stated a graduated fee <br />schedule was not used because of the small number of machines at <br />a given location. <br /> <br />Brandt asked if the amount of the fees was sufficient to cover <br />the cost of regulating the machines; Winkels stated it was. <br /> <br />Motion by Williams, seconded by Gunderman, to WAIVE THE READING <br />AND ADOPT A RESOLUTION SETTING FEE SCHEDULE FOR ELECTRONIC GAMES <br />AND AMUSEMENT CENTERS AS AUTHORIZED BY CHAPTER 15 OF THE NEW <br />BRIGHTON CITY CODE. <br /> <br />5 Ayes - 0 Nayes, Motion Carried <br /> <br />Egan had nothing further to add to the staff report concerning a <br />finance plan for state aids shortfall. <br /> <br />Sinda stated it appears that, at the state level, we will not re- <br />ceive the large cuts we had anticipated. <br /> <br />In response to Benke's question~ Egan stated the carry-over from <br />1985's budget is over and above what we had anticipated. <br /> <br />In response to Benke's request, Proper explained Minnesota State <br />Aid funding. <br /> <br />In response to Williams's question, Sinda indicated the items <br />indicated on the staff report are not in a prioritized order. <br /> <br />Page Eight <br /> <br />License Fees - Amuse- <br />ment Devices <br />Report 86-65 <br />Resolution 86-21 <br /> <br />State Aids Shortfall <br />Report 86-66 <br />
