AND FIRST <br />AVENUE N.W. <br /> <br />5 Ayes - 0 Nayes, Motion Carried <br /> <br />Benke announced that because the Joint Meeting of the Environ- <br />mental Quality Commission/City Council ran late, there was no <br />Open Forum earlier; as there was no one wishing to participate <br />in the Open Forum at this time, the council meeting resumed. <br /> <br />Public Hearings <br /> <br />Locke reviewed the staff report concerning the expansion of a de- <br />velopment district (Fifth Avenue and Second Street N.W. area). <br /> <br />Jim Senden, 507 - 17th Avenue N.W., owner of the property in <br />question, 309 Fifth Avenue N.W., stated he has been working with <br />staff concerning the redevelopment of the area south of E2 and <br />believes his property is the key to the redevelopment of the <br />area. Senden stated he agrees with the staff report and the <br />recomm~ndation, and noted the timing is becoming critical and <br />anything the council can do to speed the process would be <br />appropriate as the construction season is rapidly approaching. <br /> <br />Benke understood staff had been working with Senden and had done <br />everything that could be done. <br /> <br />Schmidt noted that this area is a part of an important larger <br />area that is under study and stated that, as yet, it is unknown <br />what the result of the study will be and what impact it will have <br />on tax increment financing and a development district.
