<br />I <br /> <br />I <br /> <br />I <br /> <br />Council Meeting Minutes <br />February 25, 1986 <br /> <br />Council Business, continued <br /> <br />Benke explained that the council has been purchasing cars for <br />police to be passed on to staff, however, the police cars have <br />larger engines than necessary. Benke stated the staff proposal <br />is to purchase previously-owned vehicles, generally low mileage <br />rental vehicles, the problem being staff needs a quick response <br />time to purchase when the deal is right. Benke stated council <br />still has control of the purchases by determining numbers of <br />vehicles to purchase and dollars for each through the budgeting <br />process. <br /> <br />Motion by Gunderman, seconded by Schmidt to ADOPT A RESOLUTION <br />AUTHORIZING THE CITY MANAGER TO PURCHASE STAFF FLEET VEHICLES <br />VIA QUOTATION OR IN THE OPEN MARKET PROVIDED THE PRICE DOES NOT <br />EXCEED FUNDS AVAILABLE. <br /> <br />5 Ayes - 0 Nayes, Motion Carried <br /> <br />Anderson reviewed staff report concerning planning proposals for <br />Veterans Park and City Hall landscaping and the recommendation to <br />contract with Damon Farber and Associates for a total of $5,750. <br /> <br />Benke inquired if the Park Board has reviewed the proposed work; <br />Anderson stated the Park Board did not have a February meeting so <br />they had not yet seen the proposal. <br /> <br />Benke asked if there was an urgency for the council to approve <br />the proposal, as he was concerned there may be some things that <br />the Forester can do that mayor may not be worthwhile to pullout <br />in terms of saving costs, and there may be a need to involve the <br />Park Board on the review of the product. <br /> <br />Anderson stated the Park Board will be very heavily involved in <br />the planning process; in looking at the proposal, was not sure <br />what elements he would pullout to give to the Forester, etc., <br />and felt the proposal was a good one. <br /> <br />Schmidt, not knowing what the Park Board might include or <br />exclude from the proposal, felt there are times when they should <br />be involved in the process and felt this was one situation where <br />we should send it to them for their comment, if there was no <br />urgency. <br /> <br />Anderson indicated there were no severe time constraints, would <br />like construction to begin in August. <br /> <br />As Park Board liaison, Williams saw no harm in having the Park <br />Board review the proposal and would recommend it be taken to the <br />Park Board. <br /> <br />Page Seven <br /> <br />Veterans Park and <br />City Hall <br />Report 86-48 <br />
