<br />I <br /> <br />I <br /> <br />I <br /> <br />Council Meeting Minutes <br />February 11, 1986 <br /> <br />Winkels stated further that Briggs and Fred Martinson, represent- <br />the homeowners, would be discussing their meeting results. <br />Winkels stated it appears that Martinson's report has one large <br />discrepancy regarding the square footage and parking spaces, as <br />Martinson's calculation includes the garage parking area in his <br />interpretation of gross parking area. Staff did not include the <br />basement area based on history and ordinances. Winkels stated he <br />had received from the applicant an amended site plan placing the <br />building an additional 15 feet (for a total of 65 feet) from the <br />property line. It appears that all zoning requirments are being <br />met by the application. Regarding the criteria for variances, <br />the issues have been discussed with the City Attorney, who will <br />address those issues. <br /> <br />Schmidt asked when the parking ordinance was last reviewed; <br />Winkels responded the parking ordinance has been in effect for <br />more than ten years, but that during the last zoning code revi- <br />sion, there were no changes made regarding gross floor area. <br />Winkels stated that our minimum requirement of 300 square foot <br />per car is very standard throughout the metro area. Winkels then <br />explained that the mechanical equipment, two means of egress, <br />stairwells, and support columns consume a vast amount of space in <br />an underground garage. <br /> <br />Schmidt commented the amount of parking space required is based <br />on the use of a building; Winkels confirmed that and added that <br />for a retail business, one parking space is the requirement for <br />100 square feet of retail space. <br /> <br />Brandt asked for an explanation of the 3/1 ratio on page three of <br />the staff report; Winkels explained the ratio is a building-to- <br />land ratio, and added the city has a specified floor area ratio <br />for every district except in Bl districts, but that other con- <br />trols control the development. <br /> <br />Williams asked what it would be as calculated; Winkels responded <br />45,000 square feet per acre, or .2. <br /> <br />Williams stated that was within the other requirements of the B <br />districts. <br /> <br />Schmidt asked if staff knew what other cities' requirements were; <br />Winkels responded that our floor area ratio is average. <br /> <br />Page Four <br />
