I I I Council Meeting Minutes February 11, 1986 Dr. Bender highlighted the findings of the study, which attempted to determine whether or not the experience of having a community- wide exposure to volatile organic compounds (VOCs) had an impact on the community, as they related to the City of New Brighton. Schmidt commented that he met with members of the Ramsey County delegation; the bill to review all instances of cancer is receiv- ing a good review and they are looking at a method for funding. Bender also stated he observed that it has tremendous bi-partisan appeal. Williams asked about the dollars involved; Bender responded about $650,000 per year for the system which is about $.14 per person per year. Bender also stated that 30 states are now in the sys- tem and that Minnesota is one that does not have the system. Benke stated it is comforting to undertand that there appears to be no gounds or reason for undue concern about the consequences of contamination. If there is anything that the city can do to assist in the discussion and the understanding, that would be re- quired for the study that would be required, Benke stands ready to help if we can because it would be good if we could head off any problems. Given the fact that the risks are minimal, Benke expressed con fort at knowing there was logic in the spending millions of dollars to replace our well system. Brandt asked if the study was designed to look at other types of outcomes other than cancer; Bender stated the study indicates that the only adverse health outcome observed in laboratory ani- mals, and a variety had been look for, particularly birth defect, has been cancer. Benke thanked Dr. Bender for coming. With regard to the application for a variance and site plan approval for an office development, Benke stated the order would be to have staff review the report and to review activities of the last two weeks; comments and questions from council of staff; developer would present the request in some detail; questions from council; and then open to questions from the audience. Winkels reviewed the applicant's request for a variance for a three-story office building, stating the Planning Commission met in December 1985 and again in January 1986 and recommends appro- val of the applicant's request with conditions as previously dis- cussed. Winkels stated that the questions council had raised at the January 28, 1986, council meeting were addressed on the Coun- cil Report and that Ken Briggs, the developer, will be discussing the items in his presentation.
