<br />I <br /> <br />I <br /> <br />I <br /> <br />Council Meeting Minutes <br />February 11, 1986 <br /> <br />Dr. Bender highlighted the findings of the study, which attempted <br />to determine whether or not the experience of having a community- <br />wide exposure to volatile organic compounds (VOCs) had an impact <br />on the community, as they related to the City of New Brighton. <br /> <br />Schmidt commented that he met with members of the Ramsey County <br />delegation; the bill to review all instances of cancer is receiv- <br />ing a good review and they are looking at a method for funding. <br /> <br />Bender also stated he observed that it has tremendous bi-partisan <br />appeal. <br /> <br />Williams asked about the dollars involved; Bender responded about <br />$650,000 per year for the system which is about $.14 per person <br />per year. Bender also stated that 30 states are now in the sys- <br />tem and that Minnesota is one that does not have the system. <br /> <br />Benke stated it is comforting to undertand that there appears to <br />be no gounds or reason for undue concern about the consequences <br />of contamination. If there is anything that the city can do to <br />assist in the discussion and the understanding, that would be re- <br />quired for the study that would be required, Benke stands ready <br />to help if we can because it would be good if we could head off <br />any problems. Given the fact that the risks are minimal, Benke <br />expressed con fort at knowing there was logic in the spending <br />millions of dollars to replace our well system. <br /> <br />Brandt asked if the study was designed to look at other types of <br />outcomes other than cancer; Bender stated the study indicates <br />that the only adverse health outcome observed in laboratory ani- <br />mals, and a variety had been look for, particularly birth defect, <br />has been cancer. <br /> <br />Benke thanked Dr. Bender for coming. <br /> <br />With regard to the application for a variance and site plan <br />approval for an office development, Benke stated the order would <br />be to have staff review the report and to review activities of <br />the last two weeks; comments and questions from council of staff; <br />developer would present the request in some detail; questions <br />from council; and then open to questions from the audience. <br /> <br />Winkels reviewed the applicant's request for a variance for a <br />three-story office building, stating the Planning Commission met <br />in December 1985 and again in January 1986 and recommends appro- <br />val of the applicant's request with conditions as previously dis- <br />cussed.
