<br />I <br /> <br />I <br /> <br />Council Meeting Minutes <br />January 14, 1986 <br /> <br />Benke asked if the action council has taken previously was <br />approval for a building permit for the building's renovation; <br />Winkels responded affirmatively. <br /> <br />~10tion by Schmidt, seconded by Gunderman, to DIRECT STAFF TO <br />EVALUATE THE FEASIBILITY OF CREATHJG A DEVELOP~1ENT DISTRICT IN <br />THE PROPOSED AREA AND BEGIn NEGOTIATING A DEVELOP~1ENT AGREEMENT <br />WITH SENDEN & ASSOCIATES. <br /> <br />5 Ayes - 0 Nayes, Motion Carried <br /> <br />With regard to the proposed Joint-Powers Agreement to Form a <br />Coalition of Metropolitan Communities, Benke asked City Attorney <br />for his opinion of the proposed agreement. <br /> <br />LeFevere stated all city attorneys who have reviewed the docu- <br />ment have disclaimed all responsibility for it; stated the two- <br />page document had been reduced from nine pages; and stated it <br />could be approved subject to approval}} the City t1anager and <br />the City Attorney as to form of the fc~al document. <br /> <br />For benefit of the new councilmembers. 3enke reviewed the <br />history of the Mayors' Group and its '~:ended goals. <br /> <br />Schmidt felt this group formed more Or 1ess as a defensive <br />posture (ie. mega mall) because public as well as private dollars <br />were involved, which had the full attf~tion of the Metropolitan <br />Counci 1. Schmidt further stated that ;1" needs for state funds <br />are taking a back seat. In principle,'elt the proposed Agree- <br />ment should be approved subject to the ~ttorney inspecting the <br />appropriate legal language. <br /> <br />Williams agreed with Schmidt that we sh0uld join the group, but <br />also felt we should realize that, while we may want to promote <br />economic development and transportation, sometimes there are <br />negative trade-offs; also, one of the reasons the southern <br />suburbs developed as they did is because they have had an airport <br />and, if this group is going to support economic development with <br />any kind of a major consequence in the northern suburbs, there is <br />a proposal that floats around every couple of years about a <br />northern airport. <br /> <br />Motion by Gunderman, seconded by Brandt, to APPROVE THE PROPOSED <br />JOINT POWERS AGREEMENT TO FORM A COALITION OF METROPOLITAN <br />COMMUNITIES SUBJECT TO THE CITY ATTORNEY'S AND THE CITY <br />MANAGER'S REVIEW. <br /> <br />I 5 Ayes - 0 tlayes, Motion Carried <br /> <br />:'i <br /> <br />Page Eight <br /> <br />Mayors' Group <br />Joint Powers <br />Agreement <br />Report 86-9 <br />
