<br />Council Meeting Minutes <br />December 19, 1985 <br /> <br />I <br /> <br />Benke stated we get billed by the Metropolitan Waste Control <br />Commission and the city has to generate that amount of income; <br />the question, then, is how the city collects the necessary funds. <br /> <br />r1otion by Harcus, seconded by '3enke, to REFER THE UTILITY FutlO <br />FINANCING ISSUE TO THE FINANCIAL POLICY ADVISORY 30ARD TO STUDY <br />THE FEASIBILITY OF CHANGING THE WATER AND SEWER RATES STRUCTURE, <br />~1I\KE COH~~EflTS AND/OR RECOt~HEilO')'TIorlS ON THE PROPER ALLOCATIOiJ OF <br />COSTS, AND TO REVIEW THE ISSUE OF COST-SU8SIDIZATION FOR 30TH <br />\-JATER AND SEWER RATE PAYERS. <br /> <br />In response to Otto's question, Benke stated she would be advised <br />by staff when the issue will be on the Financial Policy Advisory <br />Board's agenda and that both she and Mr. Filister would be <br />welcome to attend and participate in the discussion. <br /> <br />4 Ayes - 0 Nayes, Motion Carried <br /> <br />Winkels stated the Planning Commission adopted a resolution <br />recommending denial of a special use permit to allow the con- <br />struction of a plant that would ~urn waste to produce steam; <br />stated a number of residents attended the Planning Commission's <br />November meeting, letters were submitted by the Senior Citizens <br />Club, the City of Arden Hills, and from an adjacent property <br />owner. <br /> <br />I Peter Van Hult, President of Waste Energy Systems, stated they <br />were present tonight to try to secure approval for the waste <br />energy plant in terms of both a special use permit and a build- <br />permit; as a result of the rezoning issue on the Walburn property <br />Waste Energy Systems pursued tnis new site (Scarp-Heilman site) <br />as selected and optioned by the City; Waste Energy Systems has <br />gone through the EAW process with the various regulatory bodies <br />and stated the pollution would be well within the peA'S safe <br />standards; believes it is a viable project, and was available <br />to answer any questions. <br /> <br />Harcus expressed concern that although standards have been set, <br />the PCA is not sure of the standards for air pollutants; has <br />had many residents express concern about the potential of another <br />source of contamination in the city; and, knowing the intentions <br />are to run a clean plant, stated concern that corners would be cut <br />if the economics didn't work. <br /> <br />Van Hult stated the plant would have to be viable economically in <br />order to be built, and did not see potential pollution as a <br />problem as it would monitored constantly by the various regula- <br />tory bodies and would be run by the equipment vendor for a trial <br />I peri od of one or two years. Van Hu 1 t stated that \1r.
