<br />December 19, 1985 <br /> <br />I <br /> <br />Blomquist was disturbed that the materials that would be used <br />would not be solid waste that is generated in our community, <br />rather it would be hauled in from neighboring communities which <br />doubles the impact of transportation in and out of New Brighton. <br />With regard to the emission standards, Blomquist stated there <br />would still be significant Quantities of materials that are <br />emitted into the atmosphere from the proposed plant, perhaps <br />hundreds of tons per year. <br /> <br />Janecek stated that, in addition to the health and traffic <br />concerns, the request does not meet the criteria for a special <br />use permit (to be granted only if it is essential or desirable <br />to the public convenience); sees no public convenience and no <br />benefit to the community, particularly since we would not be <br />burning our own trash. <br /> <br />Benke concurred with conlllents already made and stated the <br />resolution clearly identifies the issue. <br /> <br />Motion by Janecek, seconded by Blomquist, to vJAIVE THE READING <br />AND ADOPT A RESOLUTION DENYING A SPECIAL US~ PERMIT FOR WASTE <br />ENERGY SYSTEMS, INC. <br /> <br />I <br /> <br />~Ayes - 0 Nayes, Motion Carried <br />~ <br />Jim Winkels reviewed the Park Place, senior housing, project and <br />stated the Planning Commission has adopted a motion recommending <br />approval of PRD-44, landscape and site plan, and building permits. <br /> <br />Gordy Swenson, 2059 - 28th Avenue N.W., stated the neighbors like <br />the project and recommended the council approve the $4.5 bonds. <br /> <br />Motion by Blomquist, seconded by Harcus, to WAIVE THE READING AND <br />ADOPT A RESOLUTION AUTHORIZING PRO-44. <br /> <br />4 Ayes ~ 0 Nayes, Motion Carried <br /> <br />Winkels reviewed staff report concerning $4.5 million Multifamily <br />Housing Revenue Bonds for Park Place, a senior citizen nousing <br />project, and a Development Agreement with Housing Alliance, also <br />for Park Place; introduced Jim O'Meara of O'Connor & Hannon; and <br />stated everything is in order and recommended approval of the <br />bonds. <br /> <br />I <br /> <br />Harcus stated he supports revenue bonds but has seen no documen- <br />tation to convince him that we need this kind of subsidy for tax <br />increment financing, which is a part of the Development Agreement, <br />and would like to see an independent review to justify the level <br />of subsidy for the project. <br /> <br />PRD-44 - Park Place <br />Resolution 85-140-A <br /> <br />Park Place - $4.5 <br />Multifamily Housing <br />Housing Revenue <br />Bonds dnd Develop- <br />ment Agreement <br />Report 35-360 <br />Resolution 85-141 <br />
