Co u n c il Me e tin g t~ i nut e s <br />December 10, 1985 <br /> <br />Public Hearings <br /> <br />Winkels reviewed the staff report concerning an application for a <br />prel iminary plat approval (PL-143) for a single fami ly development <br />on the northeast corner of 12th Avenue N.W. and First Street N.W., <br />south of Hansen Park; stated the Planning Commission, at its meet- <br />on November 19, 1985, recorrmended approval; and noted that both <br />t~ark Murlowski and John Stenglein of Belair Companies were present <br />to respond to any questions. <br /> <br />In response to Benke's concern about the letter the Planning Com- <br />mission received from willmus indicating their opposition to <br />the project, Winkels explained Willmus felt the project may have <br />a negative impact on the zoning of its property and and he had <br />talked to them and assured them there would be no rezoning. <br /> <br />In response to Benke's concern about the easement on proposed Par- <br />cel No.1, adjacent to County Road E, and the possibility of <br />Ramsey County wishing to upgrade ~nd widen the right-of-way on <br />County Road E so that No.1 would be in jeopardy, Winkels responded <br />he was unaware of any plans, and noted the plans would be submitted <br />to the county for approval, at which time we would be advised of <br />plans affecting Parcel No.1. <br /> <br />) <br /> <br />There being no further questions, Harcus moved, seconded by <br />Blomquist, to CLOSE THE PUBLIC HEARING. <br /> <br />4 Ayes - 0 Nayes, Motion Carried <br /> <br />~~otion by Blomquist, seconded by Janecek, to APPROVE PL-143 SUBJECT <br />TO APPROVAL OF PRO-45 Arm ALL COIWITIONS CONTAINED THEREIN. <br /> <br />4 Ayes - 0 Nayes, Motion Carried <br /> <br />Winkels reviewed the staff report concerning the vacation of a <br />portion of First Street N.W. for Belair Builders, stating the <br />city has no use for the land. Proper stated the street has had <br />no improvements to it for many years. <br /> <br />Benke stated it would make sense for the city to eliminate that <br />street. <br /> <br />As there were no further questions or comments, motion by Harcus, <br />seconded by Blomquist, to CLOSE THE PUBLIC HEARING. <br /> <br />4 Ayes - 0 Nayes, Motion Carried <br /> <br />Motion by Janecek, seconded by Blomquist, to WAIVE THE READING AND <br />ADOPT A RESOLUTION APPROVING THE VACATION OF FIRST STREET N.W. BE- <br />TWEEN 12TH AVENUE N.W.
