<br />Council Meeting Minutes <br />December 10, 1985 <br /> <br />Counc il Bus i ness <br /> <br />Winkels reviewed staff report concerning an application for a pre- <br />liminary for Belair Builder's proposed Bel-Air Park No.9. <br /> <br />Motion by Harcus, seconded by Blomquist, to HAlVE THE READING AND <br />ADOPT A RESOLUTION MAKING FINDINGS OF FACT AND APPROVING PRELIMIN- <br />ARY PRD-45 SUB,JECT TO COND ITIOrlS. <br /> <br />4 Ayes - 0 Nayes, Motion Carried <br /> <br />Ellis reviewed staff report concerning signage for the Palmer Drive/ <br />Silver Lake Road liquor operations and recommended the purchase of <br />a sign from Kaufman signs based on its design and aesthetics. <br />Ellis stated Kirk Shallum of Kaufman Signs was present to answer <br />any questions. <br /> <br />In response to Janecek's inquiry, Ellis presented council with a <br />colored sketch of the proposed Kaufman Sign. <br /> <br />',.,..',)" <br />., <br /> <br />Harcus noted a few years ago it was recomnended that "municipal" be <br />removed from signs; Ellis comnented that he felt New Brighton was a <br />leader in the elimination of "municipal" in its signage, some con- <br />sideration was given to changing the name to Palmer Drive Liquor <br />but Ellis didn't see the advantage and felt the blend of the two <br />establishments on the same sign would be effective and would be to <br />the City's advantage. <br /> <br />Benke inquired about the procedure for receiving the quotes, as the <br />lowest bid was not selected. <br /> <br />Ellis stated he gave the sign companies perameters to develop <br />something that would be an effective marketing tool, attractive, <br />in accordance with the ordinances, and within a given price range. <br />Based on the designs, creativity, materials, and bids he received, <br />Ellis felt the Kaufman proposal was superior. <br /> <br />Harcus noted that when the costs of the sign and the electronic <br />message center were combined, Kaufman had submitted the lowest <br />bid, and believes the sign on the east side of the building has <br />helped increase the awareness of Brandywine. <br /> <br />Motion by Harcus, seconded by Blomquist, to APPROVE THE PURCHASE <br />OF A SIGN PROPOSED BY KAUFMAN SIGNS FOR $4,800, BASED ON DESIGN <br />CONSIDERATIONS AND AESTHETIC APPEAL, FOR THE PALMER DRIVE/SILVER <br />LAKE ROAD LIQUOR OPERATION. <br /> <br />4 Ayes ~ 0 Nayes, Motion Carried <br /> <br />Page Three <br /> <br />Council Business <br /> <br />PRD-45 <br />Report 85-236 <br />Resolution 85-136 <br /> <br />Signage - Palmer <br />Drive/Silver <br />Lake Road <br />Report 85-237 <br />
