<br />Council Meeting Minutes <br />December 10. 1985 <br /> <br />Ellis reviewed staff report concerning a request for an electronic <br />message center for Palmer Drive/Silver lake Road liquor operation <br />recommending the Kaufman Signs proposal be approved. noting he had <br />received a letter of intent to rent space from John M. Kopas. <br />President of Brighton Village Merchants Association. <br /> <br />Harcus asked how long a message could be; Shallum responded there <br />is a capability of 40 messages. or 6.000 characters. cartridges <br />are available for an additional 40 messages. and that messages <br />could be programmed up to one year in advance. Shallum also <br />explained the proposed message center has a sun screen to maintain <br />visibility and that the same messages would be seen on both sides <br />of the unit. with messages running between 15-20 seconds. and <br />~tated the proposed unit is 16 inches tall and eight and one-half <br />feet wide. <br /> <br />Harcus stated he felt this is a worthwhile endeavor and moved. <br />seconded by Blomquist. to APPROVE THE PURCHASE OF AN ELECTRONIC <br />MESSAGE CENTER FROM KAUFMAN SIGNS FOR $12.030 FOR THE BRANDYWINE/ <br />NEIJ BRIGHTmJ LIQUOR LOCATION. <br /> <br />In response to Harcus's question, Shallum stated the sign would be <br />installed in six to eight weeks. <br /> <br />'.''',)", <br />,~>: ;~,.:': <br /> <br />4 Ayes - 0 Nayes. Motion Carried <br /> <br />Ellis reviewed staff report concerning a request by New Brighton <br />lion's Club to lease space at the Municipal Liquor Store at 906 <br />Fifth Avenue N.W. for the purpose of conducting charitable gambl- <br />ing. noting the both Mr. Gleason and Mr. Gayle Bromander of the <br />lion's Club were present to answer any questions. <br /> <br />Harcus inquired how we might handle similar requests from other <br />organizations; Ellis responded the proposed lease is for one year <br />and that. should any other organizations request similar space at <br />the same location. they would need to submit a similar request <br />next year. <br /> <br />Blomquist inquired about other suburban municipalities having <br />similar leases for charitable gambling; Ellis respcnded that <br />Savage was the only one of which he was aware. stating that the <br />number of municipal liquor operations is few. <br /> <br />In response to Blomquist's inquiry.
