<br />Council Meeting Minutes <br />December 10, 1985 <br /> <br />:~ <br /> <br />Blomquist asked if that information is contained in the state's <br />regulations. <br /> <br />LeFevere responded that as part of the permitting process the <br />Lion's would have no right or entitlement to operate beyond the <br />designated area, which is noted in the lease. <br /> <br />Blomquist stated he is opposed to gambling in municipal liquor <br />establishments, although he felt charitable gambling in private <br />operations is appropriate, and expressed concern about the city <br />sponsoring and endorsing charitable gambling and would vote <br />against the motion. <br /> <br />Motion by Harcus, seconded by Benke, to AUTHORIZE THE EXECUTION OF <br />A LEASE AGREEMENT WITH NEW BRIGHTON LION'S CLUB FOR THE RENTAL OF <br />FIFTY SQUARE FEET OF SPACE AT MUNICIPAL LIQUOR STORE (906 FIFTH <br />AVENUE N.W. TO CONDUCT CHARITABLE GAMBLING, CONTINGENT UPON FINAL <br />ADOPTION OF THE ORDINANCE AMENDING SECTION 4-8 OF THE NEW BRIGHTON <br />CITY CODE AND DELETING SECTION 4-50 OF THE NEW BRIGHTOr4 CITY CODE, <br />and to <br /> <br />'. '.:) <br /> <br />WAIVE THE READING AND HOLD THE FIRST READING OF AN ORDINANCE <br />AMENDING SECTION 4-8 OF THE NEW BRIGHTON CITY CODE AND DELETING <br />SECTION 4-50 OF THE NEW BRIGHTON CITY CODE. <br /> <br />3 Ayes - 1 Naye (Blomquist) - Motion Carried <br /> <br />Sinda stated Lindberg Pierce, Inc., architects for the Police <br />Expansion/City Hall Improvements project, would have plans and <br />specifications available on Monday, December 16, 1985, for the <br />December 19, 1985, City Council Meeting and asked councilmembers <br />for comments on the project. <br /> <br />Harcus stressed he would like to retain a nice exterior, pre- <br />serve adequate working space, and have allowances made for <br />audio/visual equipment. Harcus stated he would like to see the <br />exterior plans at the December 19, 1985 meeting. <br /> <br />Bob Pierce, Lindberg Pierce, Inc., architects for the project, <br />stated the model would be brought to that meeting. <br /> <br />Proper had nothing to add to the staff report regarding traffic <br />noise concerns along 1-694 and Minnesota Department of Transpor- <br />tation's request to hold an informational meeting. <br /> <br />In response to Blomquist's interest about various options for de- <br />creasing the sound from 1-694 once it has been expanded to six <br />lanes, Proper indicated that MN/DOT felt the barriers were not <br />practical but, because the project is federally funded, DOT needs <br />to go through the procedures to consider the noise problems.
