<br />I <br /> <br />Council Meeting Minutes <br />November 26, 1985 <br /> <br />With regard to the first reading of the proposed parking ordinance <br />amendment, Kelley stated that, per council's request, (1) a definition <br />for strip shopping centers and, after a discussion with businesses, one <br />emergency parking space per strip shopping center have been included in <br />the ordinance and (2) recommended leaving the overnight parking the way <br />it was originally, at least until after the snow season, based on a poll <br />indicating there was no support for an overnight parking ban. <br /> <br />In response to Blomquist's question, Kelley indicated the overnight <br />parking in enforced more often during the winter than the summer and is <br />enforced anytime during the year in response to a citizen complaint. <br /> <br />Janecek questioned if the six-hour parking limit is being enforced and, <br />if not, whether it should remain in the ordinance; Kelley indicated it <br />was enforced less than vigorously because of the shift-overlaps and <br />because the officers do not spend time looking for parking violations. <br />Kelley noted the largest problem is in a commercial-residential-mix type <br />of neighborhood and suggested leaving it at six hours but allowing <br />council to direct for lesser or greater amounts in other areas. <br /> <br />I <br /> <br />Janecek indicated the Citizen Study Committee requested it be left as it <br />reads; Kelley preferred a shortened time span (ie. four hours in busi- <br />ness districts). and the Police Department could respond to residential <br />violations on a response basis, but would not want to remove the item <br />from the ordinance totally. <br /> <br />Motion by Blomquist, seconded by Janecek, to WAIVE THE READING, AND HOLD <br />THE FIRST READING OF NEW AND REVISED PARKING ORDINANCE SECTIONS 29-1, <br />29-7, 29-20, 29-21, 29-26, 29-30, 29-31, 29-32, AND 29-33. <br /> <br />3 Ayes - 0 Nayes, Motion Carried <br /> <br />With regard to a petition for street and utilities to serve proposed <br />Bel-Air Park No.9, Proper recommended approval contingent on approval <br />of the final plat. <br /> <br />Motion by Blomquist, seconded by Benke, to DEFER THE RESOLUTION ACCEPT- <br />TING THE PETITION AND ORDERING AN ENGINEERING FEASIBILITY STUDY FOR <br />PROVIDING STREET AND UTILITIES TO SERVE BEL-AIR PARK NO. 9 TO THE <br />DECEMBER 10, 1985, CITY COUNCIL MEETING. <br /> <br />I <br /> <br />3 Ayes - 0 Nayes, Motion Carried <br /> <br />Proper briefly reviewed the report regarding a feasibility study on <br />the proposed New Brighton City Well #13 and Iron Removal Facility and <br />recommended approval for construction of City Well #13, and construction <br />of a fourth iron removal plant at the existing Well House #11 which <br />was constructed to handle two wells.
