<br />Council Meeting Minutes <br />November 12, 1985 <br /> <br />I <br /> <br />Council Business, continued <br /> <br />Anderson had nothing further to add to the staff report concerning the <br />Long Lake Regional Park Master Plan. <br /> <br />Motion by Harcus, seconded by Janecek, to APPROVE THE AMENDt1ENTS TO THE <br />LONG LAKE MASTER PLAN AS PRESENTED AND TO DIRECT STAFF TO INFORM THE <br />COUNTY THAT THE CITY INTENDS TO INITIATE A FEE COLLECTION SYSTEM AT LONG <br />LAKE BEACH IN 1986. (Note: This motion was rescinded, restated, and <br />approved. See Page Four of the minutes). <br /> <br />5 Ayes - 0 Nayes, Motion Carried <br /> <br />With regard to the staff report concerning the the 1986 Fire Pumper bids, <br />Harcus asked if stainless steel is warranted; questioned whether or not <br />steel materials could be rust-proofed. <br /> <br />Bauer explained it would cost about $4,300 more with the stainless <br />steel rather than the aluminum, but the life expectancy would be 20 years. <br /> <br />I <br /> <br />Motion by Harcus, seconded by Schmidt, to REJECT ALL BIDS, AND WAIVE THE <br />READING AND ADOPT A RESOLUTION AUTHORIZING THE ADVERTISEMENT FOR RE-BIDS <br />FOR A FIRE PUMPER WITH THE NEW SPECIFICATIONS. <br /> <br />5 Ayes - 0 Nayes, Motion Carried <br /> <br />Winkels reviewed the staff report concerning the disposition of properties <br />along Tenth Street acquired as part of the Water Ridge Project, stating <br />the city would be notifying the interested parties and running articles <br />in the paper; the goal being to remove the homes as quickly as possible, <br />either through demolition or moving. <br /> <br />Motion by Janecek, seconded by Schmidt, to WAIVE THE READING AND ADOPT A <br />RESOLUTION GRANTING CERTAIN AUTHORITY TO THE DIRECTOR OF COMMUNITY DEVELOP- <br />MENT. <br /> <br />Benke asked if, for staff's protection, there should be a review by the <br />City Manager for negotiations or purchases as, typically, the council <br />would be involved if the dollar is large. <br /> <br />,I <br /> <br />Winkels felt that could be done, but noted the intent of the proposed <br />resolution is to bring debatable contracts to the council for approval. <br /> <br />Schmidt felt the authority is there, did not feel it would be abused, <br />and expressed confidence with the proposed resolution <br /> <br />Harcus feels there.is a clear understanding on Winkels's and S;nda's <br />part of when an issue should be brought to the council. <br /> <br />5 Ayes - 0 Nayes, Motion Carried <br /> <br />Page Three <br /> <br />Long Lake <br />Regional Park <br />Master Plan <br />Amend~ents <br />Report 85-322 <br /> <br />1986 Fire Pumper <br />Re-Bidding <br />Report 85-323 <br />~esolution 85-l2F <br /> <br />Water Ridge <br />Disposition of <br />Property <br />Report 85-324 <br />Resolution 85-12\ <br />
