Council Meeting Minutes November 12, 1985 I After a discussion between councilmembers and councilmembers-elect, Benke moved, seconded by Harcus, to SET JANUARY 31 AND FEBRUARY 1, 1985, FOR TEAM BUILDING DATES, WITH JANUARY 24-25, 1985, AS ALTERNATE DATES, AND MARCH 22, 1986 FOR THE TOWN HALL MEETING. 5 Ayes - 0 Nayes, Motion Carried Motion by Schmidt, seconded by Harcus, to RECONSIDER ITEM VIII-2, CONSID- ERATION OF LONG LAKE PARK MASTER PLAN AMENDMENTS. 5 Ayes - 0 Nayes, Motion Carried Schmidt expressed concern with the motion directing staff to inform the county the city intends to initiate a fee collection system at long lake Beach; felt it would be more appropriate to approve the recommenda- tion of the long lake Park Advisory Board, including the fees. I Motion by Schmidt, seconded by Blomquist, to RESCIND THE t~OTION TO APPROVE THE AMENDMENTS TO THE lONG lAKE MASTER PLAN AS PRESENTED AND TO DIRECT STAFF TO INFORM THE COUNTY THAT THE CITY INTENDS TO INITIATE A FEE COLLEC- TION SYSTEM AT LONG LAKE BEACH IN 1986 and to APPROVE AMENDMENTS TO THE LONG LAKE MASTER PLAN AND THE RECOMMENDATION OF THE LONG lAKE PARK ADVISORY BOARD, INCLUDING THE FEE RECOMMENDATION. 5 Ayes - 0 Nayes, Motion Carried Announcements and Updates Benke stated, with regard to the appointment of a fourth councilmember, he had been discussing the matter with members of the community and would like to see the appointment process completed as early as January 7, 1986, for organizational appointment purposes as well as the Team Building work- shop. In working toward that date, he would like publicity and public involvement in the review and discussion of the candidates; and would like the retiring councilmembers to give some thought to the criteria in selecting the appointee. At the November 26, 1985, council meeting, Benke would like to review the criteria and formalize the process and would like mid-December as a deadline for applications. Harcus felt it would be important to have publicity r~nning for several weeks. Page Four Team Building AND TOWN HALL MEETING DATES Report 85-325 Reconsideration of Long Lake Regional Park Master Plan Amendments Report 85-322 Announcements Appointment of Council- member - Discussion Blomquist announced the next Ramsey County League of Local Governments RCLLG Meeting meeting will be November 20, 1985, at Arden Hills City Hall at 7:30 p.m., the topic being OWL enforcement. I Sinda stated he will begin the briefing process for councilmembers-elect soon, with the appointed member being orientated soon after appointment; currently is sending all council information to councilmembers-elect. Sinda informed the current council that he will be sending his Perform- ance Evaluation form to the council and will set a date before the end of the year for a review.
