I

Council Meeting Minutes
October 22, 1985

Announcements and Updates

Harcus announced he received a notice from the Metropolitan Waste Con-
trol Commission regarding a public hearing the first part of November
concerning the recommendation from the rate study group.

Sinda announced the Suburban Rate Authority decided to spend up to
$50,000 to join with St. Paul and some outstate cities to act against
a 15% requested increase in electrical rates by Northern States Power.
If they are able to shave off one percent, that would save the public
about $15 million.

Winkels stated that, because the City has been working with Coldwell
Banker on several projects, Coldwell Banker would like to formalize
its role with regard to the lake Trail Motel Site (Welsh Companies).
Winkels recommended the authorization of the City Manager and the
Mayor to execute a letter agreement with Coldwell Banker, noting the
agreement is the standard 8% commission that we have paid on other
projects.

I

Harcus felt it could be put on. the next council meeting agenda unless
there was some reason for it being done tonight; Janecek and Blomquist
concurred.

Harcus questioned the difference in commission rates; Mike Buzar,
Coldwell Banker, stated commissions for vacant land are typically
between eight and ten percent (8-10%) and for improved property it is
between six and seven percent (6-7%) because there are fewer hurdles
and less work involved with improved property. Buzar noted that the
City of New Brighton and Coldwell Banker have worked on an eight per-
cent (8%) commission basis in the past.

Harcus asked for clarification that this agreement is only for the
lake Trail Motel site; Buzar confirmed.

Motion by Blomquist, seconded by Harcus, to SUSPEND THE RULES AND CON-
SIDER THE COLDWEll BANKER AGREEMENT.

5 Ayes - 0 Nayes, Motion Carried

Schmidt noted the letter is dated October 8, 1985, and asked why it
had not been included on the agenda.

I

Winkels responded there was some discussion as to whether or not it
was the type of contract that the City could execute under Section
472A regulations regarding municipal development districts; City
Attorney suggested it be best to have council action, rather than
merely having staff sign the agreement.

5 Ayes - 0 Nayes, Motion Carried

Page Ten

Announcements

MWCC Public
Hearing

SRA Action

Coldwell Banker
Agreement -
lake Trail
Motel Site
