<br />I <br /> <br />I <br /> <br />I <br /> <br />Council Meeting Minutes <br />October 22, 1985 <br /> <br />Winkels reviewed staff report concerning a request to construct a new <br />industrial building, stated it had been reviewed by the Planning <br />Commission and that the Commission recommends approval, and noted the <br />applicant was present. <br /> <br />Dennis Doyle, president of Welsh Companies, Inc., and Steve Haasla, <br />architect at Shea Architects, reviewed the plans for the industrial <br />building at 2052 Old Highway 8 stating they had addressed and re- <br />solved the concerns of the Planning Commission. Doyle stated they <br />still anticipate a groundbreaking between November land 15, 1985. <br /> <br />Janecek inquired about the chain link fence; Doyle stated it was in <br />accordance with AT&T's security requirements and assured council it <br />would not be visible from the street. <br /> <br />Motion by Schmidt, seconded by Blomquist, to APPROVE LP-189 SUBJECT <br />TO THE FOLLOWING CONDITIONS: <br /> <br />1. APPROVAL OF FINAL GRADING AND DRAINAGE PLANS BY RICE CREEK WATER- <br />SHED DISTRICT AND THE CITY ENGINEER; <br />2. APPROVAL OFR CURB CUTS BY RAMSEY COUNTY AND THE CITY ENGINEER; <br />3. SUBJECT TO SITE AND BUILDING PLANS AS SUBMITTED AND SIGNED BY THE <br />APPLICANT AND THE CITY'S BUIDLING OFFICIAL; <br />4. SUBJECT TO SUBMISSION OF A DETAILED LANDSCAPING PLAN; <br />5. SUBJECT TO APPROVAL OF A SIGN PLAN; AND <br />6. DESIGNATION OF THE APPROPRIATE NUMBER OF HANDICAPPED PARKING <br />SPACES. <br /> <br />5 Ayes - 0 Nayes, Motion Carried <br /> <br />Sinda had nothing to add to the staff report concerning the 1986 <br />Operating Budget. <br /> <br />Motion by Harcus, seconded by Blomquist, to WAIVE THE READING AND <br />ADOPT A RESOLUTION ADOPTING THE 1986 OPERATING BUDGET. <br /> <br />5 Ayes - 0 Nayes, Motion Carried <br /> <br />As the second regularly scheduled meeting in December falls on <br />Christmas Eve an alternate date was discussed. <br /> <br />As three councilmembers will be out of town the week of December 22, <br />1985, motion by Schmidt, seconded by Blomquist, to WAIVE THE RULES <br />AND CHANGE THE SECOND COUNCIL MEETING IN DECEMBER FROM DECEMBER 24, <br />1985, TO THURSDAY, DECEMBER 19, 1985. <br /> <br />5 Ayes - 0 Nayes, Motion Carried <br /> <br />Page Nine <br /> <br />Welsh Companies <br />LP-189 <br />Report 85-308 <br /> <br />1986 Operating <br />Budget <br />Report 85-309 <br />Resolution 85-123 <br /> <br />December t1eet- <br />ing <br />Report 85-310 <br />
