I

I

-:,

\\,;
"~
~
~
::ti

I

~~
.,

';~

:'t;

"'i
::1:;
~
~:

Council Meeting Minutes
October 22, 1985

Schmidt knows the city did follow up to the extent there would be tax-
payer monies used as a part of the process in cleaning up MacGillis &
Gibbs. wanting to know what those dollars would be and to be in a
position of havin, a first right to buy or first right to step in and
take control of ~e site. Schmidt feels the underlying issue is that
a lot of what takes place does not get corrmunicatedback and may not
be publicly disseminated. which is a reaction to the negative image in
press that has gone on for an extended period,of'time.

Schmidt continued that this council and staff members have made direct
efforts to try to play down the negative envifonmental concerns. to
focus on emphasizing the positive advantages of New Brighton. and has
made private contacts with the PCA and others to try to work on reso-
lutions in a private way rather than a publ ic way. Feels it important
that the citizens know we are trying to work out a resolution in a
private way and not necessarily be that public about it.

Blomquist suggested a joint meeting of the council and the EQC to
review what has happened over the past year on these particular
matters. and to determi ne if there are other matters that need to be
added; felt the EQC should be invited to the Open Forum meeting in
November for this joint meeting.

Benke suggested imviting someone from the EPA to provide input at
the Open Forum on November 26. 1985.

Motion by Harcus. seconded by Blomquist. to INVITE THE ENVIRONMENTAL
QUALITY Cm1MISSIOIJ TO THE OPEN FORUM ON NOVEMBER 26. 1985 TO REVIEW
POLLUTION-RELATEO ACTIVITIES OF THE PAST YEAR AND TO LOOK AT
ADD ITI ONAL CONCERfJS.

5 Ayes - 0 Nayes, Motion Carried

Harcus noted that the local aquifer is not jeopardized by local
groundwater.

Winkels briefly reviewed the staff report concerning a request to con-
struct a building addition on a site with a Type IV non-conformit and
indicated the applicant was present.

Motion by Janecek. seconded by Blomquist to WAIVE THE READING AND ADOPT
A RESOLUTION MAKI~G FINDINGS OF FACT AND RECOMMENDING APPROVAL OF
NC-74 SUBJECT TO CONDITIONS and to APPROVE LP-188 SUBJECT TO COMPLI-
ANCE WITH THE SITE AND BUILDING PLANS AS APPROVED AND SIGNED BY THE
APPLICANT AND CITY STAFF.

5 Ayes - 0 Nayes, Motion Carried

Page Eight

Clinch-On-
Corners, NC-84,
LP-188
Report 85-307A
Resolution 85-122
