<br />I <br /> <br />I <br /> <br />I <br /> <br />Council Meeting Minutes <br />October 22, 1985 <br /> <br />Blomquist stated he is looking forward to seeing the proposal and was <br />pleased to see the information provided by the Environmental Quality <br />Commission. <br /> <br />Neither Benke, Proper, nor Reha had received information from the Met- <br />ropolitan Council's Dr. Rafferty on the feasibility of such a project. <br /> <br />Motion by Blomquist, seconded by Schmidt, to RECEIVE THE ENVIRONt~ENTAL <br />QUALITY CO~~ISSION'S REPORT, MAKE IT PART OF THE RECORD, AND TO HAVE <br />STAFF DISSEMINATE COPIES TO THE PLANNING COMMISSION FOR ITS DELIBERA- <br />TION. <br /> <br />Harcus asked that a representative from the Environmental Quality <br />Commission attend the Planning Commission in November; Reha stated an <br />EQC member would attend the meeting. <br /> <br />5 Ayes - 0 Nayes, Motion Carried <br /> <br />Reha reviewed the Environmental Quality Commission's memo of October 22, <br />1985, regarding New Brighton's contamination problems and the EQC's 1984 <br />Report. <br /> <br />Harcus stated the City Manager has been working with the PCA and the <br />county board to resolve problems, noting that nothing in the EQC's <br />report asked for a specific response from the council. <br /> <br />Blomquist stated the councilmembers value the report and used it in <br />planning, noting that many items of concern were included in the <br />City's long-range planning. Blomquist suggested that perhaps council <br />should have advised the EQC of the report's importance and how the <br />information con- tained in report was being used. <br /> <br />Reha stated she was aware the PCA is working on a lot of items but, <br />because they are basically resource persons, feels the City needs to <br />take the positive initiative to follow through or hire a <br />consultant. <br /> <br />Benke shares Blomquist's feeling that council has not communicated <br />information back to the EQC and also feels the need to do a little <br />"squeaking so the wheels get greased." Benke feels council should <br />review the report on a site-by-site basis to determine the current <br />status and to find out if remedial actions are timely and whether or <br />not pressure and/or action in the right places might accelerate the <br />clean-up process, noting that some sites are prime with regard to <br />potential contamination. <br /> <br />Harcus feels, with regard to environmental matters, the PCA is not <br />always sure of solutions; and noted, with regard to the pole yards, <br />after 18 months the PCA has not yet determined a solution to the <br />process. <br /> <br />Page Seven <br /> <br />Contamination <br />Problems - <br />EQC Report <br />Report 85-307 <br />
