<br />I <br /> <br />I <br /> <br />I <br /> <br />Council Meeting Minutes <br />October 22, 1985 <br /> <br />Council Business, continued <br /> <br />Sinda had nothing further to add to the staff report concerning the <br />bids for the Police Expansion/City Hall Improvement. <br /> <br />As all bids were a considerable amount over the budget, Bob Pierce, <br />Lindberg Pierce, Inc., architects, recommended the council reject all <br />bids and direct his firm to make necessary design adjustments to <br />bring project costs within the established budget. <br /> <br />Blomquist asked what the significant differences were; Pierce indi- <br />cated excavation, banner, and turrets with round rooms were bid much <br />higher than anticipated. Pierce stated he had a meeting scheduled <br />with the staff concerning the redesigning of the project. <br /> <br />Harcus expressed concern that space and energy not be decreased in <br />the design adjustments and Pierce assured him they would not be <br />affected. <br /> <br />Benke suggested the new specifications give contractors the option to <br />be innovative and creative in solution-solving at a lower cost. <br /> <br />Motion by Blomquist, seconded by Schmidt, to REJECT ALL BIDS AND <br />DIRECT LINDBERG PIERCE, INC. TO MAKE NECESSARY DESIGN ADJUSTMENTS TO <br />BRING PROJECT COSTS WITHIN THE ESTABLISHED BUDGET. <br /> <br />5 Ayes - 0 Nayes, Motion Carried <br /> <br />Phyllis Reha, Chairperson of the Environmental Quality Commission, <br />reviewed the Commission's summary and recommendations concerning a <br />proposed solid waste burning facility. <br /> <br />Schmidt inquired about data available on how much waste is generated <br />within the City of New Brighton on a per tonnage per day basis; Reha <br />did not have the data available but felt Dr. Rafferty, on staff of the <br />Metropolitan Council, could get that information. <br /> <br />Schmidt wondered about the impact of truck traffic in New Brighton <br />with about 150 tons per day from Hennepin and 50 tons per day from <br />Anoka coming into the City, in addition to the current trash being <br />hauled out of the City. <br /> <br />Benke stated that if the proposal is to burn commercial trash rather <br />than household trash, it will not benefit the people of New Brighton. <br />Benke stated the plans keep changing and welcome the report from the <br />Commission. <br /> <br />Reha indicated the facility operator stated the plant would primarily <br />burn paper and cardboard, but had no contracts and could not list who <br />the potential customers would be. <br /> <br />In response to Blomquist's question, Sinda indicated the applicant <br />would like to come to the Planning Commission meeting in November. <br /> <br />Page Six <br /> <br />Council Business <br /> <br />Police Expansion! <br />City Hall Im- <br />ment Bi ds <br />Report 85-304 <br /> <br />Solid Haste <br />Burning <br />Facility - <br />EQC Report <br />Report 85-306 <br />
