<br />I <br /> <br />I <br /> <br />I <br /> <br />Council Meeting Minutes <br />October 22, 1985 <br /> <br />Laing stated that if the aeration system is turned off, the weeds and <br />the algae will no longer be under control because there will be no <br />oxygen and the organisms that feed on the bod will die out. <br /> <br />Harcus noted that water quality ,ay not be an issue with Cox, but is <br />is with some of the residents. <br /> <br />Fred Kahler stated he has experience with bog removal; didn't feel <br />high-pressure hoses would break up a bog if it is rooted; stated the <br />DNR does insist that permit requirements are met. <br /> <br />Wayne Ward, 2782 - 17th Terrace N.W., suggested installing the fencing <br />on the bottom of the lake from a boat soon to avoid the cost of having <br />Clean-Flo's crew come out and reset the fencing after a thaw; also <br />understood the city had some money, over and above what Clean-Flo was <br />being paid, for fencing and signing. <br /> <br />Proper stated he was not familiar with those monies. <br /> <br />Harcus felt the homeowners were not agreement with the expected result <br />of the project. <br /> <br />In response to Janecek's question concerning the tax levy, Proper in- <br />dicated Ramsey County could accept this at a later date because it was <br />a small area. <br /> <br />Motion by Harcus, seconded by Blomquist, to CONTINUE THE PUBLIC HEAR- <br />ING UNTIL THE NOVEMBER 12, 1985, COUNCIL MEETING AND DIRECT STAFF TO <br />MEET WITH THE RESIDENTS TO LOOK AT THE ALTERNATIVES PROPOSED AND COME <br />BACK WITH A CONSENSUS. <br /> <br />5 Ayes - 0 Nayes, Motion Carried <br /> <br />Benke felt it would be helpful if it could be determined what the real <br />objectives are. <br /> <br />Harcus advised the homeowners that Proper would check to determine <br />what the problems might be if city crews were involved with the <br />project. <br /> <br />Schmidt stated the reason the city was interested in facilitating the <br />project to look at water quality and to see what potential <br />benefit it might serve for other lakes in the city; if becomes simply <br />an aesthetic matter, the Council's commitment of resources (staff, <br />dollars, etc.) may be in jeopardy if water quality is not an issue. <br />If there is no way of determining water quality, then he goes back to <br />a year ago when he questioned that part of the process. <br /> <br />Benke asked staff to work with a representative from Clean-Flo on the <br />quality control in terms of the testing program; felt one test per <br />year may not be adequate to determine whether or not we are using the <br />result of the treatment as opposed to the flushing of the natural <br />waters. <br /> <br />Harcus agreed with a resident that it would be a good idea to have a <br />representative from the DNR at the meeting. <br /> <br />Page Five <br />
