<br />I <br /> <br />I <br /> <br />I <br /> <br />Council Meeting Minutes <br />October 22t 1985 <br /> <br />Phyllis Rehat Chairperson of the EQCt stated her Commission would be <br />glad to look at the issue if council so directed. (Note: The council <br />did not so direct.) <br /> <br />Harcus asked if the large amount of rain contributed to the soft water <br />results of the test; Laing stated the water is soft because of the <br />rain but didn't know if the lake water was soft all year aroundt <br />adding that rain water is usually loaded with ammonia, phosphorous, <br />and carbon dioxide which would not cause a good chemical rating of the <br />lake. <br /> <br />David Hoel. 2738 17th Terrace N.W.t stated Lake Diane is like a river <br />as it has water flowing in at three locations and one overflow; asked <br />how Clean-Flo's process affected a lake rather than a pond. <br /> <br />Laing responded the more flushing there is. the harder it is to <br />control. but noted sand was now found around the shoreline. <br /> <br />Hoel stated another concern is the bog and asked if the process could <br />be hastened to remove it in a shorter amount of time; Laing stated it <br />would gradually disappear and that to dredge it would be the only way <br />to speed it up. <br /> <br />In response to Benke's comment concerning relocating the aerators <br />around the bog during the winter months to accelerate the removal of <br />the bog and to have the open water area moved to another location. <br />Laing responded that in the first year or two there are not many <br />changes. but then, as bottom-feeding organisms become more and more <br />establishedt there will be an acceleration in decline. <br /> <br />Allen Cox, 1842 - 26th Avenue N.W., stated that when he agreed to <br />participate in this project water quality was not an issue, the prime <br />issue was to get rid of the bogs. Cox feels it is futile to use <br />chemical treatment because the lake is a watershed with water draining <br />through it; suggested using a high-pressure water hose to physically <br />break up the bog to increase the surface area, giving the aeration <br />system more surface on which to work. To reduce the sost of the <br />project, Cox suggested turning off the system during the winter months <br />to save the cost of fencing around the air holes and, in addition, <br />eliminate the chemicals and insurance. Cox then suggested the <br />possibility of working with the city to put up the fencing. <br /> <br />Laing responded that the elimination of the bog is directly related to <br />water quality and that the breaking up the bog is a good idea but <br />indicated Clean-Flo would not get involved in that process because the <br />DNR has permitting requirements. <br /> <br />Harcus questioned the DNR's control of bogs; Phyllis Reha. chairperson <br />of the Environmental Quality Commission, stated the DNR has juris- <br />diction over public water and a permit is required to make any improve- <br />ments. <br /> <br />Page Four <br />
