<br />I <br /> <br />I <br /> <br />I <br /> <br />Council Meeting Minutes <br />October 22, 1985 <br /> <br />Motion by Harcus, seconded by Janecek, to WAIVE THE READING AND ADOPT <br />A RESOLUTION APPROVING THE MODIFICATION OF DEVELOPMENT DISTRICT NO. 1 <br />AND THE DEVELOPMENT PROGRAM RELATING THERETO AND ESTABLISHING TAX <br />INCREMENT fINANCING DISTRICT NO. 8 AND APPROVING THE TAX INCREMENT <br />FINANCING PLAN RELATING THERETO. <br /> <br />5 Ayes - 0 Nayes, Motion Carried <br /> <br />Proper had nothing further to add to the staff report concerning the <br />continuation of the Lake Diane Restoration Project for a second year. <br />Harcus indicated that everyone feels it is worthwhile to continue the <br />project but there is a concern about the expense and the results. <br /> <br />Robert Laing, president of Clean-Flo Laboratories, Inc., responded to <br />the letter from Lake Diane Homeowners; stated the goals in his <br />October, 1984, 1 etter had been attained except for water cl arity and <br />stated the test had been after heavy rain. <br /> <br />With regard to the expenses, Laing explained the problems his crews <br />faced last year with the fence, having to make eight trips rather than <br />the usual two; another reason for the increased expense was the DNR <br />had changed their current rules last year. <br /> <br />In response to Harcus' question, Laing advised that this year they <br />would be using the same fence they used last year, not a new one. <br /> <br />In response to Janecek's question, Laing explained that previously the <br />diffusers had to run until the ice was solid and now the DNR requires <br />the system be turned off until the signs were up. Laing explained <br />further that last year Clean-Flo was faced with the fish-kill concern <br />and the freeze-thaw conditions. <br /> <br />In regard to the "insurance" expense, it was bel ieved that the city <br />had included the project in its liability package and was, therefore, <br />not to be included in Clean-Flo's itemization of costs. <br /> <br />Harcus asked what would happen if there was no chemical treatment, and <br />only the diffuser in operation; Laing recommends the treatment for the <br />purpose of reducing algae and weeds and acting as a buffer. <br /> <br />Benke asked for an explanation of the Sky Blue Water Dye; Laing indi- <br />cated the dye can bring a quicker restoration of water as it helps the <br />inversion process work better. <br /> <br />Schmidt stated the history of the issue and noted that more than fifty <br />percent (50%) of the costs for this coming year relate to the <br />cleanser, dye, and application of the dye. Schmidt wondered if the <br />EQC should look at the project in terms of this lake and other lakes <br />in the city, not knowing how familiar the Commission was with other <br />projects in other cities or if it is something they should review <br />because at the time the city was looking at a way to facilitate the <br />project for the residents and because some concerns have been raised <br />in this evening's discussions. <br /> <br />Page Three <br />
