<br />I <br /> <br />I <br /> <br />I <br /> <br />Council Meeting Minutes <br />October 22, 1985 <br /> <br />Council Business <br /> <br />Kelley reviewed the staff report concerning reV1Slons to Chapter 29 <br />of the New Brighton City Code as it relates to parking, highlighting <br />and explaining the major proposed revisions: creation of "semi-public <br />property" and authority for police enforcement of regulations for such <br />property, e.g., shopping center and apartment parking lots; authority <br />to shorten the legal on-street parking time permitted by posting <br />signs; revision of two-way authority; and creation of a section to <br />facilitate snow removel. Kelley then distributed to the council a <br />letter he had received from the Rice Creek Management Association <br />concerning the issue. <br /> <br />Tom Anderson, Coast-to-Coast in Brighton Village Shopping Center, ex- <br />pressed concern for customers wishing to drive up to his store to pick <br />up heavy merchandise and asked for a "temporary stop" space, noting <br />the vehicles would be attended. <br /> <br />Kelley stated he had discussed temporary loading spaces with the Fire <br />Chief and neither has a pro_ em installing signs to that effect; <br />noted that neither Pilgrim Cleaners nor Nutrition Center has rear <br />doors; felt the concern would be where temporary loading signs would <br />actually be installed and suggested a meeting of the Fire Chief, <br />merchants, and himself could resolve the issue. <br /> <br />Janecek asked who would install the signs; Kelley responded the <br />Center would be responsible. Kelley further corrmented thatjf the <br />Center did not install the signs, the City would do it and bill the <br />Management for the service. <br /> <br />Harcus noted the proposed ordinance does permit temporary parking. <br />will ask staff tclarify the ordinance by the addition of a statement <br />to the effect that a sign will be installed. and felt the placement <br />could be worked out with the Police Chief. Fire Chief. and merchants. <br /> <br />Motion by Harcus, seconded by Benke. to HOLD THE FIRST READING OF THE <br />REVISED PARKING ORDINANCE ON NOVEMBER 12. 1985. <br /> <br />Schmidt reviewed the action of the council on this matter, indicating <br />the corrmunication with the businesses and citizens requesting their <br />input before the proposed changes were approved and made. <br /> <br />5 Ayes - 0 Nayes.
