<br />Council Meeting Minutes <br />October 8, 1985 <br /> <br />I <br /> <br />Harcus noted that we are taking part of the burden of the property tax <br />off the tax-payer, rather than putting more on the property tax, and <br />feels it is a positive move. <br /> <br />Schmidt stated that, given the reaction and criticism for not getting <br />information out before a policy is adopted, he withdrew his motion. <br /> <br />Motion by Harcus, seconded by Benke, to DIRECT STAFF TO PUBLISH AN <br />ARTICLE IN THE NEXT CITY HALL NEWSLETTER DESCRIBING THE FLOOD CONTROL <br />CAPITAL PROJECTS POLICY AND THE STAFF'S RECOMMENDATION, WHICH THEY WILL <br />BRING BACK TO THE COUNCIL IN JANUARY. <br /> <br />I <br /> <br />Egan asked if there was any objection to the 25-75%. In response to <br />Harcus' comment, Egan stated there was nothing to preclude a 100% charge <br />from happening. <br /> <br />LeFevere stated that other cities have met objections when changing a pol <br />icy and stated a few examples of same. <br /> <br />Benke stated those are the types of issues we need to discuss and have <br />the taxpayers understand. <br /> <br />4 Ayes - 0 Nayes, Motion Carried <br /> <br />With regard to the proposed resolutions certifying the 1986 tax levies, <br />1986 Tax Benke stated that he had raised the issue of the $40,000 <br />assessment catch-up amount for the capitol replacement fund. <br /> <br />Motion by Benke, seconded by Janecek, to REDUCE THE LEVY BY $36,800 AND <br />TRANSFER $40,000 FROM THE RESERVES INTERNAL FUND TO THE CAPITOL REPLACE- <br />MENT FUNDS AND TO WAIVE THE READING AND ADOPT THE RESOLUTIONS CERTIFYING <br />THE 1986 TAX LEVIES. <br /> <br />Schmidt noted that the action the motion contemplated would put us <br />in a place where we are talking about a 1.4% increase in mill rate over <br />last year; the discussion at the workshop was focused on what an <br />adequate reserve is and, recognizing that we are likely to see <br />significant funds available for the use of the city through the use of <br />closed bond fund in 1986 and 1987, maybe the reserves are adequate <br />depending on what congress does on superfund legislation; feels one of <br />our goals and objectives for 1986 should be focusing on what is an <br />adequate reserve level; $36,000 will not make or break and will put the <br />taxpayers in a better position than when we started the budgeting <br />process. <br /> <br />I <br /> <br />Benke stated that, in terms of the adjustment, he would anticipate that <br />amount coming from the debt levy, not the general fund levy, so we stay <br />"at the maximum in terms of state aid formula; further, Ramsey County is <br />looking at a substantial hike and anything we can do to keep our rates <br />low will help. <br /> <br />Page Five <br /> <br />1986 Tax <br />Levies <br />Report 85-293 <br />Res. 85-116 <br />Res. 85-117 <br />
