I

I

I

Council Meeting Minutes
September 24, 1985

Proper had nothing to add to the staff report concerning a petition
from residents of Highview Drive requesting the installation of a
new street light at the intersection of Highview Drive and Robin
Lane.

Barbara Rode, 1089 Highview, sponsor of the petition, asked the
council to consider the relocation of the street light because the
installation of a new light would not conform to the city's policy.
Rode stated the curve of Highview Drive, its exteAded length, and
the many trees creates a very dark street.

Cindy Martin, 1124 Highview Drive, asked if the light could be
moved to the corner.

After a discussion of where the light could be relocated, Harcus
moved, seconded by Schmidt, to AUTHORIZE STAFF TO RELOCATE THE LIGHT
AND TO WORK WITH THE RESIDENTS TO MOVE IT INTO THE VICINITY OF 1104
HIGHVIEW DRIVE.

5 Ayes - 0 Nayes, Motion Carried

Krueger had nothing to add to the staff report concerning a request
for rezoning of property from R-1, Single Family Residential, to
R-2, Two Family Residential; stated the Planning Commission recom-
mends denial of the request.

Dale Cross, 725 Silver Lake Road, reviewed his request.

In reponse to Harcus' question concerning a mix in zoning, Krueger
responded that a mix exists only when a buffer is required.

After a discussion of the use of buffers, Harcus asked about
accessory apartments; Krueger explained accessory apartments allows
elderly citizens to stay in their house with someone else also
living in the residence. Krueger further explained that the ordin-
ance wouid need to be amended to allow accessory apartments in homes
in single family residential zones,

Motion by Schmidt, seconded by Blomquist, to DENY THE REZONING TO
R-2 and to REFER TO THE PLANNING COMMISSION CONSIDERATION OF
DRAFING AN ORDINANCE ,~1Er';DI'-lENT Fffi ACCESSORY UNIT DWELLINGS IN
THE CITY OF NEW BRIGHTON.

Benke added he would like to Planning Commission to address the
fact that some areas in the City would be more compatible to
accessory apartmentments than others, and to look into performance
standards the city might want to attach and how the council would
approve the processes (ie. traffic problems). Benke felt the
Commission should provide the residents ample opportunity for in-
put, beyond the normal Public Hearing process.

Page Four

Street Light -
Highview Drive
Report 85-272

Rezone R-l
- Cross
Report 85-273
