<br />I <br /> <br />I <br /> <br />I <br /> <br />Council Meeting Minutes <br />September 10, 1985 <br /> <br />Motion by Blomquist, seconded by Harcus, to DEFER CONSIDERATION OF <br />THE SILVER LAKE ROAD BRIDGE PROJECT ASSESSMENT TO THE CITIZEN STUDY <br />COMMITTEE FOR ITS RECOMMENDATION; SAID RECOMMENDATION TO BE PRESENTED <br />TO COUNCIL WITHIN THREE MONTHS FOR THE COUNCIL TO TAKE FINAL ACTION <br />ON THE SILVER LAKE ROAD PROJECT ASSESSMENTS IN SIX MONTHS. <br /> <br />~1ayor clarified that the question is "How do we treat major roadways <br />as far as assessments are concerned?"; Blomquist confirmed. <br /> <br />Benke asked about defining major arterials; do they include County <br />Road D, Long Lake Road, Rice Creek Road, Silver Lake Road, Mississippi <br />Street, and County Road H. <br /> <br />Harcus stated a minor arterial is dictated by volume. <br /> <br />Proper indicated that Mississippi Street is functionally classified <br />as a minor arterial, west of Silver Lake Road, although its volume <br />is less than 10,000 vehicles per day. <br /> <br />Benke feels inequities may be created; however, because of the low <br />dollar size on the Silver Lake Road project, we may want to look at a <br />minimum-level where the City goes through the process. <br /> <br />Blomquist stated that, because of the rationale for this project, the <br />issue can be addressed by the Citizen Study Committee and if, after <br />that, the council decides it wants to expand it by looking at other <br />County roads rather than major arterials that action can be taken. <br /> <br />4 Ayes - 0 Nayes, Motion Carried <br /> <br />Harcus explained to the audience the council had voted not to assess <br />the properties at this time and they will be informed when it will be <br />on the agenda at a future date. <br /> <br />Proper reviewed the project to widen County Road 0 to four lanes <br />from Silver Lake Road to Cleveland Avenue, which includes widening <br />the bridge over 35W~ the majority is federally funded; a portion <br />of the cost is being paid by each of the State of Minnesota and <br />Ramsey County, and a part is being passed back to the City of New <br />Brighton by the county. The City is recommending that certain <br />parts of the costs be special assessed to the prooerty owners; <br />storm sewer assessment to residents would be $2,563.52 per acre, <br />with the curb and gutter assessed at $2.36 per front foot. Proper <br />explained that cOll1lllerc'ial,lindustrial property ~/ould be assessed <br />$5,127.05 per acre because they have more buildings per acre, <br />large parking areas, and the runoff of water is quite intense. <br /> <br />David Eichers, 1330 W. County Road D, stated the project is about <br />six months away from completion, no work has b~en done on the ~ew <br />Brighton portion of this road, and there is no plan to begin until <br />next Spring as the project is beinq done in two phases.
