<br />I <br /> <br />I <br /> <br />I <br /> <br />Council Meeting Minutes <br />September 10, 1985 <br /> <br />Page Five <br /> <br />Benke stated that the costs that were given for the assessments were <br />maximum; the assessments being placed at this time will save the home- <br />owners one year of interest and, if there are overruns, the city will <br />assume those costs in terms of funding out of a closed bond fund. <br /> <br />Janecek felt the city had never assessed when the project would not <br />be completed within the same calendar year. <br /> <br />Proper stated that as soon as the contract Vias let, the City was <br />billed nine percent (9%). <br /> <br />Benke stated that, with the advance funding, the County is drawing <br />interest on what we pay them. For larger projects (ie. Long Lake Road) <br />that would be a large amount going to the County; for curb and gutters, <br />forty-four percent (44%) would be going to the County for Engineering <br />and Administrative costs, which is a bit excessive; the overhead rate <br />for the storm sewer is twenty-three percent (23%) which may be more <br />realistic, even though it is still high. <br /> <br />Harcus stated he has a problem assessing before any work has begun. <br /> <br />Duane Jones, co-owner of 888 Building on ~L County Road 0, wanted to <br />verify that there will be no storm sewer assessments on the 888 prop- <br />erty; Proper responded there were no assessments for storm sewers on <br />that property. <br /> <br />Jones requested, also on behalf of Godfather's Pizza, an exit on <br />County Road D; Harcus suggested Proper meet with Jones to see if it <br />would meet the current standards; Proper stated he would meet with <br />Jones along with a County representatives. <br /> <br />As there was no further discussion, Harcus moved, seconded by Blomquist, <br />to CLOSE THE PUBLIC HEARING. <br /> <br />4 Ayes - 0 Nayes, Motion Carried <br /> <br />Motion by Harcus, seconded by Janecek to REFER THE CURB AND GUTTER <br />PORTION OF THE COUNTY ROAD 0 PROJECT ASSESSMENT TO THE CITIZEN STUDY <br />COMMITTEE AND TO DEFER THE STORM SEWER ASSESSMENT FOR ONE YEAR. <br /> <br />4 Ayes - 0 Nayes, Motion Carried <br /> <br />Benke asked staff to determine from Ramsey County what traffic control <br />system will be on County Road 0, hoping two different elevations won't <br />remain during the winter; Harcus requested staff to ask the County <br />when stop lights would be back in operation on Silver Lake Road. <br />Council Business <br />Harcus announced the Agenda would be changed and that Item VIII-2 (Con- Agenda Change <br />sideration of purchase agreements for surplus city property - JLN De- <br />velopment; Welsh Company; and R. L. Johnson Companies) would be con- <br />sidered at this time, as one member had to catch a plane. <br />
