CONSIDERATION OF RESOLUTION AND REPORT TO CHANGE 1986 SPECIAL <br />ASSESSMENTS HEARING DATE. <br /> <br />5 Ayes - 0 Nayes, Motion Carried <br /> <br />Council Business <br /> <br />Sinda stated Mark Houge, Harstad Companies, asked that consider- <br />ation of a two-story office building be continued to the next <br />meeting. <br /> <br />Motion by Benke, seconded by Williams, to CONTINUE CONSIDERATION <br />OF SITE PLAN APPROVAL (LP-200) FOR A TWO-STORY OFFICE BUILDING <br />FOR HARSTAD COMPANIES TO THE SEPTEMBER 9, 1986, COUNCIL MEETING. <br /> <br />I <br /> <br />5 Ayes - 0 Nayes, Motion Carried <br /> <br />Following an explanation of its purpose, Rick Poston, Chairperson <br />of the Financial Policy Advisory Board, reviewed the staff report <br />and the Board's study of the Water and Sewer Services. <br /> <br />Benke indicated he was concerned with the water contamination <br />debt funding and asked, if we change, how we are going to come up <br />with additional funds, noting the only alternatives would be to <br />borrow from other resources, from reserves or, to levy additional <br />debt. <br /> <br />& <br /> <br />Poston noted that, for the existing problem, the proposal is <br />that it may be appropriate for council to designate the Closed <br />Bond Fund as a source of funds to cover the interim period until <br />the litigation is settled; and stated it may be an appropriate <br />source of financing, should the litigation not go in the city's <br />favor.
