<br />Council Meeting Minutes <br />~AU9Ust 26, 1986 <br /> <br /> <br /> <br />'...- <br /> <br />Council Business, continued <br /> <br />Benke stated the major concern is to go back to the question and <br />concern about absence of their access to the process; Egan stated <br />the Financial Policy Advisory Board had a meeting for the dedi- <br />cated purpose of hearing Otto's and Fillister's concerns and did <br />receive information from them. Sinda stated they had an oppor- <br />tunity to talk to the Board and the Board put together a report <br />that Otto could react to; stated the City will also be looking <br />for reactions to the report from businessmen and heavy industrial <br />users; but feels the timetable is aggressive. <br /> <br />Benke confirmed that the intent was to get the report on the <br />table so that it could be further discussed; noted the council <br />can accept, modify, or reject, the Board's recommendation; and <br />advised Otto they would have another opportunity to be heard. <br /> <br />Otto stated now that the proposal has been formalized, they do <br />not know the variables that had been considered and why some <br />were rejected; noting that, in order to have input into the <br />structure, it can't be done with a finalized proposal not knowing <br />IWhat went into it. <br /> <br />Benke stated that discarded alternatives will be addressed at <br />future presentations. <br /> <br />Gunderman asked if fire protection as a justification for the <br />water hook-up became a factor in the Board's considerations; <br />Poston was not sure whether the sub-committee took fire protec- <br />tion into consideration when drafting the proposal. <br /> <br />Sinda also noted that city sewer and water programs (versus <br />individual wells) were started for health reasons. <br /> <br />Benke asked if there had been any discussion as to how notifica- <br />tion would be made to the various community interest groups; Egan <br />stated that had not yet been discussed. <br /> <br />Brandt noted there are several homeowner associations, for both <br />townhomes and single family dwellings, who should be advised; <br />Benke noted the "Bulletin" was in attendance, which would help <br />narrate the discussion. <br /> <br />Poston stated he would be eager and willing to explain the policy <br />as proposed to various groups and to answer questions and, <br />through that process, get their concerns and to learn from their <br />,concerns. <br /> <br />, With regard to the timetable, Benke asked how critical the <br />November 1, 1986, date is and what the affect of being out of <br />town for a few months during the winter will have on individual <br />useage determinations.
