<br />I <br /> <br /> <br />J. <br /> <br />I <br /> <br />I <br /> <br />Council Meeting Minutes <br />August 26, 1986 <br /> <br />Council Business, continued <br /> <br />first date of the quarter and noted the schedule can be modified so <br />that q decision could be made as late as the end of December 31, <br />1986, for January 1, 1986, billing; and stated the current policy <br />provides a remedy for those who will be out of town, and that an <br />advantage of the fixed rate structure is that the cost would be <br />lower than under the current structure. <br /> <br />Schmidt stated that government does sometimes move slowly, and <br />explained that this council has found it in its best interest to <br />establish boards and commissions as liaison organizations for the <br />total community, and council designates staff to work with those <br />boards and commissions for specific projects that the council <br />directs to a particular area for expertise. In conjunction with the <br />Financial Policy Advisory Board, staff has had a considerable time <br />consumption with both the water contamination litigation and the <br />change-over process with the computer as we try to upgrade the sys- <br />tem for providing those services to the consumers. Because the <br />water litigation directly impacts the water rates, 'we are trying to <br />study a fair process of rates with the Board and the staff. Although <br />the process may appear to be unduly long, we hope the time-frame is <br />a reasonable time frame and asked that Otto bear with council and <br />cooperate as the attempt is made to arrive at a solution. <br /> <br />Fillister stated that for eighteen months he had been negotiating by <br />letter and by telephone with the city and had been the problem would <br />be presented to council, noting that action only began in the last <br />six months and resents the delay. <br /> <br />Egan stated that in October 1985 a rate proposal was presented to <br />the council which was referred to the advisory board. <br /> <br />Benke stated he understands the frustrations and informed the <br />audience that council receives, reacts, and discusses and noted <br />sometimes that process takes more time than anticipated. <br /> <br />Motion by Gunderman, seconded by Schmidt, to RECEIVE THE REPORT <br />FROM THE FINANCIAL POLICY ADVISORY BOARD, TO DIRECT STAFF TO <br />IMPLEMENT AND CONDUCT A RATE STUDY AND REPORT TO COUNCIL, TO <br />SCHEDULE APPROPRIATE PUBLIC HEARINGS TO CONDUCT APPROPRIATE <br />PUBLIC AWARENESS MEASURES, AND TO REPORT RESULTS OF SAME TO THE <br />COUNCIL WITH ALL DUE HASTE. <br /> <br />5 Ayes - 0 Nayes, Motion Carried <br /> <br />With regard to the cost estimate to underground NSP power lines <br />on Long Lake Road, Proper indicated there had been an error on <br />the second page of the report because the utility is not con- <br />trolled by the city; and reviewed the alternatives to accomplish <br />the same results. <br /> <br />Proper stated he received a letter from a Long Lake Road resi- <br />dent, and noted representatives from Northern States Power were <br />present to answer any questions. <br /> <br />Page Seven <br /> <br />Cost Estimate: <br />Underground NSP <br />Power Lines on <br />Long Lake Road <br />Report 86-195 <br />
