<br />I <br /> <br /> <br />~ <br /> <br />I <br /> <br />I <br /> <br />Council Meeting Minutes <br />August 26, 1986 <br /> <br />Council Business, continued <br /> <br />Benke noted that we had been advised by Ramsey County, that due <br />to the Long Lake Road pipeline explosion, the contract for <br />street repairs on the Road would not be done and that we, there- <br />fore, would not need to take immediate action on the underground- <br />ing tonight which would give staff time to work out the <br />alternatives; Proper confirmed that he had a conversation with <br />Wayne Leonard, the project engineer for Ramsey County, and, in <br />light of the Williams Pipeline disaster which is a part of the <br />northern section of the city's Long Lake Road upgrading project, <br />they do not feel it would be in their best interest to try to <br />get a contract let this Fall so it does give us additional time. <br /> <br />Benke asked if it would be feasible or rational to approach the <br />County or Williams Pipeline with the recommendation that as long <br />as we have the road opened, that pipe be replaced in that <br />section; Proper stated he would pursue that. <br /> <br />Gunderman and Schmidt would also like to have that done. <br /> <br />Benke stated that, of all the alternatives, the franchise fee <br />appears to make the most sense, then asked how the two and <br />one-half percent factor was derived; Proper indicated the <br />percentage rate is based on a franchise for five years and noted <br />that a longer period would be a smaller rate. <br /> <br />Benke asked if specific evaluations had been done as to impacts <br />on various user groups; Proper indicated it would not be signifi- <br />cant for the typical user, but had not checked to see what the <br />impact would be on the larger industrial users, noting that the <br />city is the largest user (pumping costs). <br /> <br />Schmidt felt, since we are going to be in contact with some <br />organizations discussing water rates, it would be a good time to <br />get some numbers on what the impact of undergrounding would be <br />so that we could input on that at the same time. <br /> <br />Motion by Brandt, seconded by Gunderman, to CONTINUE CONSIDERAT- <br />TION OF THE UNDERGROUNDING POWER LINE ISSUES AND DIRECT STAFF <br />TO PROVIDE THE ADDITIONAL RATES AND FINANCING ALTERNATIVE INFOR- <br />MATION AND PUBLICIZE AND DISCUSS THE COST IMPACTS WITH THE APPRO- <br />PRIATE USER GROUPS. <br /> <br />5 Ayes - 0 Nayes, Motion Carried <br /> <br />Motion by Benke, seconded by Schmidt to DIRECT STAFF TO CONTACT <br />THE APPROPRIATE OFFICIALS FROM WILLIAMS PIPELINE AND/OR STATE <br />AGENCIES INVOLVED TO DETERMINE THE FEASIBILITY OF REPLACING THE <br />PIPELINE CONCURRENT WITH (OR PRIOR TO) THE RECONSTRUCTION OF <br />LONG LAKE ROAD. <br /> <br />5 Ayes - 0 Nayes, Motion Carried <br /> <br />Page Eight <br />
