<br />Council Meeting Minutes <br />August 12, 1986 <br /> <br />I <br /> <br />Public Hearing, continued <br /> <br />Brandt asked if Anderson was satisfied that the plantings on the <br />south lot would not interfere with snow removal; Anderson <br />indicted he was satisfied. <br /> <br />Schmidt asked how many parking spaces were at city hall before <br />construction began; Krueger responded 54 spaces existed. <br /> <br />Schmidt asked for confirmation of total spaces; Proper confirmed <br />that 95 spaces would exist at city hall and the fire station <br />combined. <br /> <br />In response to Brandt's question, Anderson indicated signs <br />indicating public parking at both lots would be appropriate; <br />Wi 11 iams suggested "City Hall Parking" or "Overflow Parking", <br />keeping in mind council's previous request that staff watch to <br />see if and when the lot east of the Fire Station should be <br />designated as Employee Parking in order to eliminate the egress <br />and ingress of that lot. <br /> <br />I <br /> <br />In response to Benke's request, Brandt, Schmidt, and Williams <br />indicated they would vote in favor or the parking lot. <br /> <br />Anderson summarized the issue of the vacation of a portion of <br />Third Avenue, stating the issue of vacating/closing Third Avenue <br />is an intrinsic part of the park; stated the Park Board's recom- <br />mendation to vacate the street was based on increased safety to <br />children crossing from St. John's school, improved aesthetics of <br />the park, and more buffering. Anderson also stated that neither <br />the Engineering Department, Fire Department, nor the Park and <br />Recreation Department saw a reason for keeping the street open. <br /> <br />Anderson continued that Father Grieman of St. John the Baptist <br />Church was reluctant to see the street closed because there <br />would be a net loss of nine spaces in their parking lot <br />(although there would be a net gain in terms of dedicated church <br />parking). <br /> <br />Proper stated that, in the process of improving the downtown <br />streets, sewers were found to be in poor condition and will have <br />to be replaced shortly which will mean there will be some <br />surface removal of Third Avenue; Proper indicated that work will <br />be done next week so he needs a council decision tonight to <br />determine whether or not the street should be patched. <br /> <br />I <br /> <br />In response to Schmidt's request, Proper advised the audience of <br />the results of the traffic count study (peak is 15-20 vehicles <br />per hour, or one every three minutes; noting about 226 cars per <br />day is in the low volume range [200-500 vehicles per day]) and <br />that there should be no problem with arterial streets handling <br />that traffic. <br /> <br />Page Three <br /> <br />(Parking Lot) <br /> <br />(Vacation of <br />Third Avenue) <br />
