<br />I <br /> <br />I <br /> <br />I <br /> <br />Council Meeting Minutes <br />August 12, 1986 <br /> <br />Public Hearing, continued <br /> <br />In response to Brandt's inquiry, Proper confirmed that the <br />heaviest traffic would be on Saturdays and Sundays due to the <br />Church's traffic volume. <br /> <br />Benke observed that it appears to be a general distribution of <br />traffic from all directions and that the peak pattern should not <br />be a problem; Proper feels the traffic would move just as quickly <br />without Third Avenue and that historically the bottle neck is at <br />Old Highway 8 and Eighth Avenue and at Old Highway 8 and Tenth <br />Street. <br /> <br />Benke explained that if the street were to be "closed," the <br />city would retain ownership; if the street were to be "vacated," <br />half of the street would go to the church and half to the city. <br /> <br />Alma Frieden, 687 Third Avenue N.W., explained that it is <br />difficult to cross the highway at 4:30 p.m. after a church <br />service. <br /> <br />Sinda clarified that Third Avenue will not be closed from Eighth <br />Street to Tenth Street, only from Eighth to Ninth Streets. <br /> <br />Benke explained two driveways will be added to St. John's parking <br />lot, one on each side (north and south) of the church's parking <br />lot. <br /> <br />Al Kortis, 648 Fourth Avenue N.W., asked if vehicles will be <br />able to enter and exit the parking lot at the same time; Benke <br />explained the two driveways and stated the driveways will <br />have to left in such a condition that the problem will be <br />minimized. <br /> <br />Resident did not agree the Fire Department will have no problem <br />if a portion of Third Avenue is vacated and feels there will be a <br />traffic problem; another resident expressed concern that vehicles <br />would travel through the church's parking if Third were vacated <br />and the primary reason for vacation was questioned. <br /> <br />Benke indicated vehicles would use the improved First Avenue, <br />and that buffering and safety were the prime reasons for the <br />recommended vacation. <br /> <br />In response to a citizen's inquiry as to priorities, Benke <br />indicated that traffic problems can be managed, but there is a <br />strong need to develop recreation space. <br /> <br />Dennis Duprey, 790 First Avenue N.W., did not feel an additional <br />thirty feet would enhance the park; Anderson stated ten feet <br />would be for the diamond and twenty feet would be for buffering <br />between city hall and the diamond. <br /> <br />Page Four <br />
