<br />1 <br /> <br />I <br /> <br />I <br /> <br />Council Meeting Minutes <br />August 12, 1986 <br /> <br />Public Hearing, continued <br /> <br />Dan Dahms, 675 Fourth Avenue N.W., stated that in talking with a <br />number of ball players, they wished the fence were back further; <br />Dahms feels it is a goal of the Park and Recreation Director to <br />have the street vacated; and questioned why the counter was not <br />repaired so that a week-end traffic count could have been made. <br /> <br />Benke explained the Park Board also recommends vacation and that <br />the decision will be based on the product of a city-wide multi- <br />year process; and Proper stated the counter could not have been <br />repaired prior to the time the report was required. <br /> <br />Gertrude Lang, 866 Third Avenue N.W., stated if Third Avenue <br />was closed there would be traffic jams and expressed concern <br />about fire and police emergencies and their vehicles being able <br />to get out. <br /> <br />Resident, 706 Second Avenue N.W., asked if a sidewalk would take <br />additional space; Anderson stated the park plan proposes a side- <br />walk by the church and the ball diamond and that it would be <br />in the buffering area. <br /> <br />Craig Johnson, 789 Third Avenue N.W., expressed concern about how <br />utility repairs would be made and snow would be plowed, and <br />believed the church would be losing more spaces than they think; <br />Benke stated the utilities would be in the easement area and that <br />the church may lose more spaces than planned. <br /> <br />Anderson stated buffering on east side would allow the church a <br />net gain of snow storage space; and stated that, although the <br />parking lot for city hall has been reduced in size, the ball <br />diamond in its present location is incorrectly placed on the site <br />(difference between spectators and player benches is considerably <br />less than the standard) and is not safe, and that increasing the <br />space causes a loss of space on the outfield side. <br /> <br />Dahms did not feel the bushes will survive snow plow; Benke <br />feels the problem would be that of the contractor; Williams <br />stated landscaping can be adjusted and that the attorney for St. <br />John's supported the vacation of Third Avenue. <br /> <br />Roger Dalzen, 690 Third Avenue N.W., stated the people do not <br />want the street closed and they want the convenience of the <br />street; Benke stated the council's park development decision will <br />affect several generations. <br /> <br />Duprey noted teams have been playing ball at Veterans Park for <br />years and it seems to be working; Anderson stated the park is the <br />only one in the city that is significantly substandard and, even <br />though it is acceptable, it needs to be developed to the same <br />standards and without that it will shortchange the neighborhood <br />and the city. <br /> <br />Page Five <br />
