<br />1 <br /> <br />~ <br /> <br />I <br /> <br />I <br /> <br />Council Meeting Minutes <br />August 12, 1986 <br /> <br />Public Hearing, continued <br /> <br />Anderson briefly summarized changes and conclusions for Veterans <br />Park, stating soil tests were taken where the building was pro- <br />posed and that the consultant's recommendation is that it could <br />not build the building where it was originally planned but that <br />the area designated as a play area would be suitable for the <br />building. Therefore, the pathway system and the pond would be <br />slightly reconfigured to adjust to the recommendation; and the <br />grade would need to be changed slightly. <br /> <br />Benke asked if adding fill this year and letting it settle over <br />the winter and regrade it with subsequent work next Spring would <br />help resolve the problem; Anderson indicated it would and that <br />the soil present in the park should not prevent development of the <br />park. <br /> <br />Benke -inquired about the construction of the concert grove; <br />Anderson indicated it would be on four posts with no walls and <br />would probably have a wood deck so that it would not have to be <br />releveled every Spring. <br /> <br />Anderson also stated the boring test indicated evidence of <br />petroleum-contaminated fill in the north central portion of the <br />park, noting the material in the drilling had not penetrated into <br />the native soil so it is believed to be localized contamination <br />in fill-level; additional borings will need to be done to deter- <br />mine the extent of contamination. <br /> <br />Dalzen indicated the gas station, for a short period of time, <br />dumped oil in that area. <br /> <br />Brandt asked if it is intended that the contaminated material be <br />removed; Anderson stated the city has no choice. <br /> <br />In response to Brandt's concern, Anderson assured her that the <br />entrance to the park from Fifth Avenue would be filled or recon- <br />figured in such a way that wheel chairs and bicycles would not be <br />endangered by the slope. <br /> <br />Anderson added that contractors can begin bringing in fill and <br />grade the area. <br /> <br />Schmidt inquired about a timetable for soil borings and any <br />excessive costs for removing the contaminants; Anderson stated <br />it would be a special contract and that, if the cost were over <br />$2,500 for removal and disposal, it would automatically be <br />brought to council for approval. <br /> <br />Williams asked if the Park and Recreation Department would <br />require any additional personnel sheduling for the concert grove; <br />Anderson stated it would require scheduling, but not additional <br />personnel and cited several groups that are available at no cost, <br /> <br />Page Nine <br /> <br />(Veterans Park) <br />
