<br />I <br /> <br />I <br /> <br />I <br /> <br />Council Meeting Minutes <br />August 12, 1986 <br /> <br />Public Hearing, continued <br /> <br />that some dollars will need to be spent for some groups but <br />grants (fifty percent of the cost) are underwritten through <br />unions for community purposes. Anderson further stated those <br />dollars would not need to be in the city's budget until 1989, <br />and that the cost would be modest. <br /> <br />Anderson asked if council would like to see a new plan with the <br />building and tot lot reversed; Benke felt it would be important. <br />Anderson stated he would then proceed with the additional drill- <br />ing first and then redraw the plans. <br /> <br />Proper did not feel the stormwater retention portion could be <br />done in-house in 1986; Anderson suggested delaying all grading <br />until 1987, noting that material would not be needed to fill the <br />bank. <br /> <br />Dahms asked how large the pavillion is; Anderson stated it is 24 <br />through 30 feet in diameter and would be a prefabricated <br />build ing. <br /> <br />Duprey stated he likes the park plan. <br /> <br />Dahms asked if there was any way to have a standard diamond and <br />keep the road; Anderson responded the only way would be to <br />decrease the distance between the ball diamond and the spectator <br />areas and the streets. <br /> <br />Dahms asked if the diamond could be moved northwest into the <br />park area; Benke stated the critical distance is east and west <br />and any further reduction of the city hall parking lot would <br />not conform to the city code, even with the lot behind the <br />Fire Station. <br /> <br />Mot i on by Gunderman, seconded by Wi 11 iams, to CLOSE THE PUBLIC <br />HEARING. <br /> <br />5 Ayes - 0 Nayes, Motion Carried <br /> <br />Motion by Schmidt, seconded by Williams, to APPROVE THE CONSTRUC- <br />TION OF A THIRTY STALL PARKING LOT ACROSS FROM CITY HALL AND THE <br />BITUMINOUS OVERLAY OF THE CITY HALL PARKING LOT, BOTH TO BE CON- <br />STRUCTED IN 1987; APPROVE THE VACATION THIRD AVENUE N.W. BETWEEN <br />EIGHTH AND NINTH STREETS; AUTHORIZE STAFF TO PREPARE PLANS AND <br />SPECIFICACATIONS FOR VETERANS PARK IN ACCORDANCE WITH THE <br />APPROVED CONCEPT PLAN; AND APPROVE CONCEPT PLAN L6 AS DISCUSSED <br />AND MODIFIED. <br /> <br />Motion by Brandt, seconded by Benke, to AMEND THE MOTION TO BE <br />SEPARATED INTO SEPARATE MOTIONS. <br /> <br />5 Ayes - 0 Nayes, Motion Carried to amend the Main Motion <br /> <br />Page Ten <br />
