Lidstrom explained the purpose and
history of Risk Control, Inc. and reviewed the report.

Benke asked if there were things the city can do to fine-tune or
improve on what we are currently doing; Lidstrom feels it is
important to set the tone and direction for the employees that
the city is running a safe work environment and believes the
council, through its action and review, made a statement to that
effect. Lidstrom suggested the council make sure it is
distributed to any new employees so that the attitude of the
council is being given to new hires on their initial employment
interviews.

Lidstrom indicated that the only way the city can effectively
control the cost of insurance expenditures is to control the
losses, and noted the city has begun to address those issues and
will continue to work on controlling the losses. Lidstrom also
noted two concepts of risk management and insurance: greatest
possible loss versus the greatest probable loss; noted the city
has taken action to limit the greatest possible loss (purchase
of insurance and seeking shelter behind statutory protections).

Page Eleven

Council Business

Risk Management
Report Presenta-
tion
Report 86-180
