<br />I <br /> <br />I <br /> <br />I <br /> <br />Council Meeting Minutes <br />August 12, 1986 <br /> <br />Public Hearing, continued <br /> <br />Motion by Schmidt, seconded by Williams, to APPROVE THE CONSTRUC- <br />TION OF A THIRTY STALL PARKING LOT AND LANDSCAPING ACROSS FROM <br />CITY HALL AND THE BITUMINOUS OVERLAY OF THE CITY HALL PARKING <br />LOT, BOTH TO BE CONSTRUCTED IN 1987. <br /> <br />5 Ayes - 0 Nayes, Motion Carried <br /> <br />Motion by Schmidt, seconded by Williams, to DIRECT STAFF TO <br />PREPARE A RESOLUTION APPROVING THE VACATION OF THIRD AVENUE N.W. <br />BETWEEN EIGHTH AND NINTH STREETS N.W. <br /> <br />4 Ayes - 1 Naye (Brandt), Motion Carried <br /> <br />Motion by Schmidt, seconded by Williams, to APPROVE CONCEPT PLAN <br />L6 AS DISCUSSED AND MODIFIED AND TO AUTHORIZE STAFF TO PROCEED <br />WITH A DETAILED PLAN AND SPECIFICATIONS. <br /> <br />5 Ayes - 0 Nayes, Motion Carried <br /> <br />Williams asked for verification that council did not authorize <br />$25,000 as all work will be delayed until next Spring, with all <br />work being done by the City's Engineering Department; Benke so <br />verified. <br /> <br />With regard to the vacation of Third Avenue, Proper asked if <br />council will authorize him to work with church and the contractor <br />with regard to curbing; Benke so authorized. <br /> <br />Council Business <br /> <br />Egan stated council had a copy of the report and introduced Carl <br />Lidstrom, Risk Control, Inc. Lidstrom explained the purpose and <br />history of Risk Control, Inc. and reviewed the report. <br /> <br />Benke asked if there were things the city can do to fine-tune or <br />improve on what we are currently doing; Lidstrom feels it is <br />important to set the tone and direction for the employees that <br />the city is running a safe work environment and believes the <br />council, through its action and review, made a statement to that <br />effect. Lidstrom suggested the council make sure it is <br />distributed to any new employees so that the attitude of the <br />council is being given to new hires on their initial employment <br />interviews. <br /> <br />Lidstrom indicated that the only way the city can effectively <br />control the cost of insurance expenditures is to control the <br />losses, and noted the city has begun to address those issues and <br />will continue to work on controlling the losses. Lidstrom also <br />noted two concepts of risk management and insurance: greatest <br />possible loss versus the greatest probable loss; noted the city <br />has taken action to limit the greatest possible loss (purchase <br />of insurance and seeking shelter behind statutory protections). <br /> <br />Page Eleven <br /> <br />Council Business <br /> <br />Risk Management <br />Report Presenta- <br />tion <br />Report 86-180 <br />
