<br />I <br /> <br />( <br /> <br />I <br /> <br />I <br /> <br />Council Meeting Minutes <br />July 22, 1986 <br /> <br />Council Business, continued <br /> <br />4 Ayes - 0 Nayes, Motion Carried <br /> <br />In response to Williams's question, Benke indicated that <br />Gunderman cannot vote "Nay" by proxy, but noted for the record <br />that Gunderman's memo stated he felt it was appropriate to put <br />the light back on the pole. <br /> <br />Proper had nothing further to add to the staff report concerning <br />a petition for "No Parking" on First Avenue N.W. between Seventh <br />and Eighth Streets N.W. <br /> <br />Thuey agrees with staff report and feels all residents would <br />also agree. <br /> <br />Benke asked if Thuey was aware that the no parking also includes <br />the residents; Thuey stated the residents are aware of that. <br /> <br />Motion by Williams, seconded by Schmidt, to ORDER THE INSTALLA- <br />TION OF "NO PARKING ANY TIME" SIGNS ON THE WEST SIDE OF FIRST <br />AVENUE N.W. BETWEEN SEVENTH AND EIGHTH STREETS N.W. FOR TRAFFIC <br />AND SAFETY REASONS. <br /> <br />4 Ayes - 0 Nayes, Motion Carried <br /> <br />Benke asked that Council Business Items No.9 and 10 (Considera- <br />tion of Parking Plan for City Hall and Consideration of plans <br />for Veterans Park and for Third Avenue between Eighth and Ninth <br />Streets) be considered simultaneously. <br /> <br />Krueger indicated the neighbors have not been contacted at this <br />time as staff would like to have council comment on which parking <br />lot proposal is preferable (noting that Plan #3 would require a <br />variance) to most adequately address the parking situation. <br />Following that preference, staff would have a proposal to take to <br />the neighbors and to the Planning Commission for further action. <br /> <br />Benke stated his intent would be to, after discussion of the <br />options with staff and questions from residents, consolidate and <br />continue action at the next meeting and, during the interim, let <br />those involved know that a decision will be made at the next <br />meeting. <br /> <br />Proper reviewed parking lot proposals, recommending Plan #2 as <br />the most economical and the most feasible for the Fire Depart- <br />ment. <br /> <br />Anderson intends to develop a landscaping plan for the parking <br />lot at the same time the landscaping plan for city hall is de- <br />veloped rather than with Veterans Park, although it could go <br />either way; Benke asked that preliminary plans on screening and <br />buffering of the parking lot be available at the next council <br />meeting. <br /> <br />Page Ten <br /> <br />Petition: No Parking <br />Signs on First Ave. <br />N.W. between Eighth <br />and Ninth Streets <br />Report 86-170 <br /> <br />City Hall Parking <br />Veterans Park <br />Improvements <br />Report 86-171 <br />Report 86-172 <br />
