<br />1 <br /> <br />I <br /> <br />I <br /> <br />Council Meeting Minutes <br />July 22, 1986 <br /> <br />Council Business, continued <br /> <br />Williams questioned the two drive ways being so close to each <br />other; Proper indicated the area is very open and the sight is <br />very good and would not be a problem. <br /> <br />Benke asked for clarification that, with the additional parking <br />behind the fire station, the city hall's parking lot would not be <br />expanded eastward into the ball diamond area but that an addi- <br />tional row of parking would still be added to the north side of <br />the exising lot; Proper confirmed. <br /> <br />Brandt asked if the diagram showed the elimination of the parking <br />lot to the east; Anderson indicated the diagram shows the parking <br />eliminated. <br /> <br />Benke asked if there were days where parking in the lot is at <br />capacity such that the fire station lot should be designated for <br />staff parking; 5inda responded there are times when the lot is <br />full, but does not feel, at this point, that the lot across the <br />street needs to be designated for staff; that could be an option. <br /> <br />Benke felt if it were designated in the future, there would be <br />less traffic and less impact on the neighborhood, and would give <br />the public easier access to city hall. <br /> <br />Benke asked if there were any anticipated soil problems on the <br />lot; Proper stated not on the lot across the street. <br /> <br />A resident felt it sounded like a good idea to have a parking <br />lot behind the fire station. <br /> <br />Brandt would prefer Plan #2; Benke agreed Plan #2 was preferable <br />to Plan #1 and that we should not get into a variance situation <br />with Plan #3; Schmidt indicated Plan #2 presents the most park- <br />ing spaces. <br /> <br />Anderson, along with Bill Midness of Damon Farber Associates, <br />reviewed plans for Veterans Park and Third Avenue which balances <br />the needs of the church/school, future development, and the res- <br />idential area. <br /> <br />In response to Benke's question, Anderson indicated the summer <br />grass in the free-skating area around the pond will not be high <br />quality grass, but it will be green; Anderson stated skating on <br />the pond could be accomplished four out of five years (in the <br />fifth year, a light ice sheet and heavy snow causing a honeycomb <br />affect would not accept equipment, skating or even walking) so <br />that we would use the grass surrounding the pond for free-skating <br />either every year or only when the pond has the honeycomb affect. <br /> <br />Page Eleven <br />
